The City of Seattle is providing $1.5 million in truck-purchasing incentives to Zeem Solutions, which is partnering with Jet City Trucking and Ephrata Trucking to put 12 electric Class 8 drayage trucks into service, primarily at the Port of Seattle. The money is for the planned truck deployment—not a grant to the port—and is part of Seattle’s Heavy Duty Electric Trucks Pilot.
Who receives the funding, and what will it pay for?
Seattle announced the award on October 16, 2025. The City says the $1.5 million in incentives goes to Zeem Solutions for a partnership with local operators Jet City Trucking LLC and Ephrata Trucking LLC. The plan is to bring 12 new electric Class 8 drayage trucks into service, primarily at the Port of Seattle. Seattle’s pilot page and October 16 announcement describe the award and project.
Zeem is not the trucking operator named in the deployment. The City describes it as a company that designs, builds and operates charging depots for commercial electric-vehicle fleets; GeekWire likewise characterized Zeem as a Los Angeles-based provider of turnkey EV solutions for commercial fleets. GeekWire’s October 16, 2025 report corroborated the announcement.
Why did Seattle change its incentive approach?
Seattle launched its Heavy Duty Electric Trucks Pilot in 2023 as a point-of-sale incentive for electric trucks operating in the Duwamish Valley. The City’s pilot page says the initial offer provided up to $180,000 per truck. It received 11 applications and more than 140 expressions of interest, mostly from independent owner-operators. Follow-up interviews found that many drivers still considered the switch financially unfeasible, even with the incentive.

The City then pursued stackable funding through a partnership rather than relying on the original per-truck incentive alone. It says it heard from operators about the high purchase price of trucks as well as added costs such as charging infrastructure and insurance. The new award is intended to help address the upfront truck cost while connecting participating operators with charging access.
Seattle says the $1.5 million comes from its Payroll Expense Tax and that the Green New Deal Oversight Board supported the funding. This is separate from the Northwest Seaport Alliance’s charging-depot award discussed below.

How does the charging depot fit into the plan?
In the same October 2025 announcement, the City described a separate $5.12 million Northwest Seaport Alliance award to Zeem for a commercial fleet charging depot in SeaTac. The depot was expected to support charging for up to 250 vehicles per day, provide overnight parking for 70 vehicles, and have access to 7.5 MW of capacity through Puget Sound Energy.
Those were plans and expectations stated in 2025, not confirmation that the depot has since been completed or is operating. At the time, completion was anticipated by early 2026, and Jet City and Ephrata expected their trucks to be operating and charging there by the end of 2026. The announcement does not establish whether those milestones have been met.

Why focus on the Duwamish Valley and port trucks?
The City describes the Duwamish Valley as the region’s largest cluster of freight-related jobs and activity, and says approximately 4,000 diesel drayage trucks serve the Ports of Tacoma and Seattle. It also says freight pollution disproportionately affects communities near the ports and points to local calls for truck electrification. These are the City’s descriptions of the area and its rationale; the cited project materials do not provide an independently measured health-outcome estimate for this specific award.
Seattle presents the project as both a pollution-reduction effort and a way to help local operators participate in a zero-emission economy. Those are program goals, not reported measurements of emissions avoided or health effects achieved by the 12 planned trucks.
