Saudi Arabia’s planned megacity, The Line, is reportedly facing a major redesign and a pause in further work until at least after 2030. The original 170-kilometre, nine-million-resident vision remains an ambition, not a confirmed current specification; neither NEOM nor the reporting reviewed has published replacement dimensions, a new cost or a revised timetable.
What is reportedly changing
In January 2026, Euronews reported that work was under way to radically redesign The Line. On May 22, 2026, Semafor reported, citing people familiar with the matter, that further work had been delayed until at least after 2030 and that the mirrored towers would be significantly redesigned.
Semafor said the redesign’s completion date and future funding allocation were unclear. These are reported developments, not a final replacement plan announced publicly by NEOM.
How the reported plan compares with the original ambition
| Area | Original ambition | What is now reported or established |
|---|---|---|
| Length and population | Euronews described a 170-kilometre development intended to house nine million people by 2045. | No replacement dimensions or Line-specific resident target have been published in the sources reviewed. |
| Schedule | The original concept was presented as a long-term development. | Semafor reported that further work was deferred until at least after 2030; it did not establish a completion date. |
| Design | The Line was promoted as a linear city formed by mirrored towers. | Semafor reported a significant redesign of the mirrored towers, but no final design. |
| Cost and funding | A current, authoritative total cost for The Line is not stated in the sources reviewed. | Semafor said future funding allocation was unclear; no revised Line budget was disclosed. |
What NEOM says publicly
NEOM’s public project page describes The Line as a core part of its long-term vision and says it is “advancing through a phased, demand-led approach.” It presents sustainability, livability and innovation as guiding principles. The page does not explain the reported post-2030 delay or provide revised dimensions, costs or a replacement schedule.

A historical milestone should not be mistaken for a current construction update: the Saudi Press Agency said on November 11, 2024, that NEOM had appointed planning, design and engineering partners for Phase One and was focused then on initial infrastructure and enabling works. That announcement records the position at that time only.
NEOM-wide population figures are not The Line’s revised target
Semafor separately reported a NEOM-wide ambition of up to 100,000 residents by 2030, following earlier expectations of 1.5 million and then 300,000. Those figures concern NEOM as a whole, not a newly set resident target for The Line. Semafor also reported about $3 billion in planned further development spending for OXAGON; that is not a disclosed revised budget for The Line. Semafor’s report attributes these details to people familiar with the strategic review.

Why the financial implications remain uncertain
A redesign and delayed work indicate that the project’s scope, sequence and priorities are being reconsidered, but the available reporting does not establish what the changes will cost or how funding will be reallocated. Saudi Finance Minister Mohammed al-Jadaan, quoted by Semafor in the context of project reprioritization, said: “If we announce something and we need to adjust it, accelerate it and make it a priority more than others, or defer or cancel it, we will without blinking.” That statement describes a willingness to reprioritize projects; it does not confirm that The Line has been cancelled.
For now, the useful distinction is between the scale originally promoted and what has actually been specified after the reported review. Until NEOM publishes a replacement plan, the original length and population remain historical ambitions, while the reported delay and tower redesign remain attributed news reporting rather than official revised specifications.
