Project Transcendence is the name used in 2024 reporting for a proposed Saudi initiative intended to expand the Kingdom’s AI sector. CIO Middle East reported on November 12, 2024 that the initiative was expected to cover data centers, startups, workforce development, research and development, and partnerships with technology companies.
The report described ambitions to recruit international AI talent, invest in research, and encourage foreign companies to establish a presence in Saudi Arabia. It also reported a potential collaboration between Google and the Public Investment Fund (PIF) involving AI projects and Arabic-language models. These were reported plans and possibilities, not confirmed contractual commitments.
Did Saudi Arabia really announce a $100 billion AI project?
The $100 billion figure appeared in the 2024 CIO report and was repeated in the Saudi Research, Development and Innovation Authority’s Economies of the Future: Innovation Outlook. The report’s footnote cites an Arab News story from 2024, so it is not independent confirmation of a formally approved budget.

What was the money reportedly meant to fund?
CIO’s account described a broad ecosystem-building effort rather than a single purchase or construction project. Its reported areas of focus were:

- Startups: fostering domestic companies working on AI.
- Talent: developing a workforce and attracting international specialists.
- Research and development: supporting AI research.
- Technology partnerships: bringing foreign companies and expertise into the Kingdom, including the potential Google-PIF collaboration described in the report.
These are the aims attributed to the 2024 reporting; the sources do not establish how much, if any, was allocated to each area or what has been delivered under the Project Transcendence name.
Is HUMAIN part of Project Transcendence?
The relationship is not established in the reviewed announcements. On May 12, 2025, PIF said Crown Prince Mohammed bin Salman launched HUMAIN, a PIF-owned company operating across AI infrastructure, data centers, cloud capabilities, AI models, and solutions. PIF described HUMAIN as serving local, regional, and global markets. Its launch announcement does not identify HUMAIN as Project Transcendence or say that the company is funded by its reported $100 billion.

Later Saudi AI announcements should likewise be treated as separate developments unless an official source explicitly connects them to the 2024 initiative.
What has Saudi Arabia announced since the 2024 report?
National AI policy and the Year of AI
SDAIA says the Council of Ministers designated 2026 the Year of Artificial Intelligence on March 10, 2026, and that SDAIA leads implementation of the National Strategy for Data and AI. Saudi Press Agency describes the strategy’s six pillars as ambition, competencies, policies, investment, innovation, and ecosystem. These establish broader national policy context; they do not confirm Project Transcendence’s budget or status.

On its Year of AI page, SDAIA attributes this invitation to Crown Prince Mohammed bin Salman, Prime Minister and Chairman of SDAIA’s Board of Directors: “I hereby invite all dreamers, innovators, investors, and thinkers to join us here in the Kingdom to achieve our ambitions together and to build a pioneering model; to unlock the value of data and AI.”
LEAP 2026 announcements
A Saudi National Platform report dated August 31, 2026 said announcements at LEAP 2026 represented more than $15 billion in AI and advanced-technology launches, investments, and partnerships. It described a HUMAIN-AMD expansion for AI infrastructure and a HUMAIN-DataVolt data-center collaboration. That aggregate figure covers the reported LEAP announcements; it is not evidence of money spent through Project Transcendence.

International AI cooperation
Saudi Press Agency reported on February 21, 2026 that Saudi Arabia joined the Global Partnership on Artificial Intelligence, represented by SDAIA. The report said the partnership included more than 40 nations at the time. This is a separate international cooperation development, not a Project Transcendence funding announcement.
