What Samsung announced in June 2026
Samsung Electronics’ June 29, 2026 investor disclosure describes a domestic investment vision of approximately ₩2,450 trillion from January 1, 2026 through December 31, 2040. The semiconductor portion is approximately ₩2,100 trillion, of which ₩1,650 trillion is allocated to the Yongin semiconductor cluster and existing semiconductor complexes. Samsung Newsroom Korea used a different grouping in its June 29 announcement: ₩2,030 trillion for semiconductor clusters including Pyeongtaek and the Yongin national industrial complex. The releases do not fully explain the accounting difference between that figure and the investor disclosure’s ₩1,650 trillion allocation. How the current figures differ from the ₩360 trillion headline
The ₩360 trillion figure belongs to a 2024 plan for six new Samsung fabs in Yongin. It was part of a broader South Korean government semiconductor mega-cluster program, not a line item directly comparable to Samsung’s 2026 long-term investment vision.
In the government’s 2024 plan, Samsung’s proposed total contribution across the wider mega-cluster was ₩500 trillion, including projects in Pyeongtaek and Giheung; SK hynix separately planned ₩122 trillion for four Yongin fabs. Yonhap reported that the government’s broader private-investment ambition was ₩622 trillion through 2047. Those were announced plans, not verified spending or completed capacity. Yonhap News Agency

Yongin is part of a wider semiconductor region
The mega-cluster is not one factory site or a single company’s project. The 2024 government plan covered multiple cities and company projects, including activity in Yongin, Pyeongtaek, Giheung, Hwaseong, Icheon, and Suwon. Yonhap reported projections for the wider area of 21 million square meters and 7.7 million wafers per month by 2030, as well as 16 additional fabs by 2047 on top of 21 facilities already in the area; three of the planned additions were described as research fabs. These are regional government-plan projections, not output or facility counts attributable to Samsung’s Yongin site alone. Yonhap News Agency

SK hynix’s Yongin project is separate from Samsung’s
SK hynix is pursuing its own Yongin cluster. In an August 7, 2026 company announcement, it said it had approved ₩35.2 trillion for its Y2 fab, which is intended to produce DRAM, including high-bandwidth memory and other next-generation DRAM products. The same announcement separately assigned ₩19.1 trillion to SK hynix’s Cheongju M17 fab; neither investment is Samsung spending.
SK hynix said Y2 construction was scheduled to break ground in July 2027 and set a June 2029 target for opening its first cleanroom. It also said it had accelerated its goal for completing all four fabs in its Yongin cluster from 2045 to 2033. These are SK hynix targets, not Samsung construction or production dates. The company reported that Phase 1 power and water infrastructure required through Y2 operation was 99% complete as of August 2026; that is a company-reported project figure, not an independently audited measure of all Yongin infrastructure. What the announcements do not establish
Samsung’s disclosure does not provide a detailed budget for each facility, a current fab-by-fab construction schedule, or evidence that the announced investment has already been spent. It also does not establish realized production capacity at the new Yongin site. Investment plans, regional projections, construction targets, and completed operating capacity are different measures; the published figures should be read as plans and targets unless a source reports an achieved result.
