The company later announced plans to invest more than $40 billion across Central Texas, while the final federal CHIPS Act award was set at up to $4.745 billion. U.S. officials now describe the project as involving more than $37 billion in expected private capital expenditure.
The expansion is real and substantially larger than Samsung’s original $17 billion Taylor project. However, it is more accurate to describe $44 billion as a reported estimate than as Samsung’s final official project total.

What the original $44 billion report said
On April 6, 2024, Tom’s Hardware reported, citing The Wall Street Journal, that Samsung planned to expand its Central Texas semiconductor investment to approximately $44 billion.
The reported expansion was described as an extension of Samsung’s previously announced $17 billion Taylor, Texas, fab project. It was expected to include:
#1 Best Overall
- Complete and practical package: The package contains more than 400 components, which can help you complete interesting and simple electrical experiments.
- Clear and sturdy packaging: Each component is classified and packaged and placed in a transparent box with clear labels on it, making it easy to find components.
- Humanized design: The package includes a power module and a USB data cable, and the components can be directly plugged into the breadboard, which is more convenient without soldering.
- The quality of components is reliable.
- Compatible with STM32,Raspberry Pi,Arduino and so on.
- A second advanced fab module
- An advanced packaging facility
- Expanded research and development operations
- Additional leading-edge chip manufacturing capacity
At the time, Samsung had not formally published $44 billion as its final project total. The number should therefore be treated as a reported planned investment, not as a confirmed Samsung headline figure.
Samsung later confirmed a broader Texas expansion
On April 15, 2024, Samsung publicly described a plan to invest more than $40 billion in the region. The company also announced that it expected to receive up to $6.4 billion in proposed direct CHIPS Act funding at the preliminary-award stage.
That announcement broadly validated the direction of the earlier report: Samsung was expanding beyond one Taylor fab into a larger Central Texas manufacturing and technology ecosystem. Samsung said the new capacity would serve markets including automotive, consumer technology, the Internet of Things, aerospace and other industries. Its official announcement did not, however, present exactly $44 billion as the final number.
The final CHIPS Act award was lower than the preliminary figure
The preliminary $6.4 billion figure was not the final federal award. On December 20, 2024, the U.S. government finalized an award of up to $4.745 billion in direct funding to Samsung Austin Semiconductor LLC, a Samsung Electronics subsidiary.
According to the National Institute of Standards and Technology, the funding is tied to construction, technology, production and commercial milestones. It is not an unconditional payment made entirely upfront. The award also includes CHIPS Act national-security guardrails and restrictions related to stock buybacks.

NIST currently describes expected private capital expenditure for the project as more than $37 billion. The different figures are not necessarily contradictory:
| Figure | What it represents |
|---|---|
| Approximately $44 billion | Reported planned expansion in April 2024 |
| More than $40 billion | Samsung’s public description of expected regional investment in April 2024 |
| More than $37 billion | NIST’s later description of expected private capital expenditure |
| Up to $6.4 billion | Preliminary CHIPS Act funding announced in April 2024 |
| Up to $4.745 billion | Final direct CHIPS Act award announced in December 2024 |
The totals may use different scopes, dates and accounting definitions. They should not be treated as interchangeable measurements of the same completed spending.

The current federal project description is broader and more specific than the original report. NIST says the Taylor campus is planned to include:
- Two leading-edge logic foundry fabs
- A dedicated R&D fab
- Collaboration space for equipment suppliers
- Development work involving new materials and semiconductor tools
The two production fabs are associated with 2nm-class process technology. The R&D fab is intended to develop process generations beyond technologies already in production.
That does not mean the entire Taylor site is already producing 2nm chips. A project description identifies the intended technology and scope; it does not by itself prove that commercial production has begun.

Is this a memory-chip or HBM factory?
The Texas project is primarily a logic foundry and research expansion, not a dedicated HBM factory. The original report discussed Samsung’s interest in high-bandwidth memory and advanced packaging as part of its strategy for AI computing, but the final federal descriptions emphasize logic manufacturing, R&D and Austin’s FD-SOI capabilities.
Recommended Free Tools
Advanced packaging remains strategically important because it allows separately manufactured dies, memory and other components to be integrated into high-performance systems. That is particularly relevant to AI and high-performance computing. But it would be misleading to describe the whole Texas investment as a new HBM plant.
What “leading-edge” and “2nm” mean
In this context, leading-edge refers to advanced logic manufacturing for products such as processors, communications chips, automotive devices, defense systems and AI infrastructure. It does not refer to a specific Samsung-branded consumer chip.
“2nm” is a process-generation label rather than a statement that every transistor feature measures exactly two nanometers. Node names are also not perfectly comparable between foundries because companies use different density, performance and power metrics.
What is happening at Samsung’s Austin site?
The Texas program is not limited to Taylor. Samsung has operated its Austin manufacturing site since 1996, and the broader investment includes expansion and modernization there.

Taylor and Austin are approximately 30 miles apart. That proximity gives Samsung the potential to share workforce expertise, suppliers, engineering resources and infrastructure across the two sites.
For the United States, the project supports domestic production of advanced logic chips. The policy goal is to reduce reliance on overseas manufacturing for strategically important technologies while strengthening the local semiconductor workforce and supplier base.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteFor Samsung, the Texas cluster offers an established operating base and access to U.S. customers. The trade-off is cost: advanced fabs require enormous capital spending, complex equipment installation, high yields and sustained customer demand. Public support can reduce some of the financial burden, but it does not remove execution or commercial risk.

Jobs and economic-impact claims
The project’s employment figures depend on what is being counted:
- NIST estimates more than 3,500 manufacturing jobs and 12,000 construction jobs.
- Samsung’s Taylor page says the campus is expected to directly create more than 1,800 high-tech jobs within the next decade.
- Samsung reported that Taylor construction activity supported 8,868 direct and 9,768 indirect construction jobs in 2024.
- Samsung reported that its Austin and Taylor activities contributed $19.8 billion to the Central Texas economy in 2024.
These figures come from Samsung or NIST and use different definitions. Construction jobs, permanent manufacturing jobs, indirect jobs and jobs supported are not interchangeable and should not simply be added together.
Timeline of the Texas project
- November 2021: Samsung announced the original $17 billion Taylor project.
- April 6, 2024: A report said Samsung planned to raise its Central Texas investment to approximately $44 billion.
- April 15, 2024: Samsung publicly announced more than $40 billion in regional investment and proposed CHIPS Act support of up to $6.4 billion.
- December 20, 2024: The federal government finalized up to $4.745 billion in direct funding.
- 2025–2026: Samsung and U.S. officials continued describing construction, expansion and regional economic activity, while Samsung’s current site described Taylor as approaching operational status.
The original report’s expectation that the first Taylor factory could begin mass production in 2024 is now an outdated forecast. It should not be presented as proof that mass production began in that year. The available project descriptions also do not, by themselves, establish that Samsung is already commercially producing 2nm chips in Texas.

The central fact is not that Samsung definitively announced a $44 billion fab. The stronger conclusion is that a reported approximately $44 billion expansion was followed by Samsung’s official commitment to more than $40 billion in Central Texas investment and a final federal project description listing more than $37 billion in expected private capital expenditure.
The project is strategically significant, but its eventual success depends on more than buildings and subsidies. Samsung must complete construction, install equipment, qualify processes, achieve competitive yields, attract customers and maintain high utilization. A leading-edge fab can strengthen U.S. supply resilience without automatically guaranteeing commercial success or parity with any particular rival.
For readers tracking the project, the most useful distinctions are between reported plans, official commitments, awarded funding and completed production. Those categories explain why $44 billion, $40 billion and $37 billion can all appear in coverage without representing the same claim.
