Samsung Electronics’ reported $500 million Mexico investment was a 2022 plan to expand production at existing operations in Querétaro and Tijuana—not a new announcement in 2026. Mexico’s then-foreign minister, Marcelo Ebrard, gave the figure after meeting Samsung Electronics CEO Han Jong-hee. Later company updates show significant manufacturing activity in Mexico, but do not verify that the full $500 million was spent.
What did Samsung say it would invest in Mexico?
On July 4–5, 2022, Ebrard said Samsung Electronics would invest $500 million to increase home-appliance production in Mexico. The announcement followed his meeting with Han Jong-hee during a trip to South Korea. Reuters reported the precise amount from Ebrard’s statement; Mexico’s Foreign Ministry account said Samsung had confirmed its intention to expand investment and production in Querétaro and Tijuana.
That distinction matters: the figure is best described as an announced or planned investment, not as money independently confirmed to have been disbursed. The reporting characterized the purpose as increasing appliance production, but did not describe the plan as building two new factories.
What is known about the two locations?
Querétaro: home appliances
Samsung identifies its Querétaro operation as an appliance plant. Its product lines include refrigerators and washing machines, and the company has described the facility as serving Mexican and export markets. In August 2022, Samsung said it expected half of its Bespoke refrigerator production to be made there by the fourth quarter of that year, in its Bespoke Home announcement.

Tijuana: televisions and related electronics
Samsung describes Tijuana as a television-production site. The 2022 investment announcement named Tijuana as one of the locations in the expansion, but did not provide a facility-by-facility budget or specify the product mix associated with the proposed spending. The two sites therefore should not be treated as interchangeable appliance plants. Samsung’s description of its Mexican operations appears in its September 2022 company update.
What happened after the announcement?
Samsung’s later disclosures show that Querétaro remained a substantial and expanding production hub. In September 2024, the company said the plant produced more than 4 million appliances annually, with 80% exported to North and Latin American markets, and employed more than 3,000 people. Samsung also described investment in equipment, automation and robotics. These are company-reported operating figures, not an audited accounting of the 2022 commitment; they do not establish how much of the $500 million was spent or what capacity it funded. What remains undisclosed?
The public announcement and subsequent Samsung updates do not establish:
- How the $500 million was divided between Querétaro and Tijuana.
- Whether it was a single-year capital budget, a multi-year commitment or another measure of planned investment.
- A spending schedule, completion date or amount ultimately disbursed.
- How much new production capacity was attributable specifically to the commitment.
- How many jobs, if any, the 2022 plan created. Samsung’s later report of more than 3,000 Querétaro employees is not a count of jobs created by this investment.
- Any associated tax incentives, subsidies, financing or local-government contributions.
Accordingly, claims that Samsung spent the full amount, completed a $500 million expansion or created a particular number of jobs go beyond what these disclosures demonstrate.

Why did the announcement matter to Mexico?
The announcement came as Mexico sought Korean investment and stronger supply-chain ties. Ebrard was promoting investment opportunities in South Korea, and Mexico and South Korea had announced in May 2022 that they would resume discussions toward a possible free-trade agreement. An expanded footprint at existing Mexican sites could also fit a broader nearshoring strategy by supporting production closer to North American customers. That is useful economic context, not a stated Samsung explanation for the $500 million plan.
The Foreign Ministry’s same release separately reported a Posco project in Ramos Arizpe: an initial $43 million investment expected to rise to $136 million by 2030. That was a different company and project, not part of Samsung’s figure.

How to interpret the $500 million figure
For business and investment coverage, the key distinction is between an announcement and its execution. The strongest evidence supports saying that Mexico’s foreign minister announced a $500 million Samsung Electronics plan in July 2022, with the stated aim of expanding appliance production at operations in Querétaro and Tijuana. Samsung’s later updates document continuing Mexican production, especially at Querétaro, but do not independently reconcile the original commitment with actual spending.
