The April announcements were non-binding preliminary memoranda of terms. “Up to” describes a maximum tied to project milestones, eligible costs and compliance; it does not mean the full amount was automatically paid.

What Samsung’s Texas agreement covered
On April 15, 2024, the Commerce Department proposed up to $6.4 billion in direct CHIPS funding for Samsung’s Central Texas projects. Samsung described a broader investment of more than $40 billion covering new leading-edge fabs, research and development, advanced packaging and cooperation with equipment and materials suppliers in Taylor and Austin.

The preliminary plan also included up to $40 million for workforce training and projected at least 21,500 jobs. Samsung said the capacity would serve automotive, consumer technology, internet-of-things, aerospace and other markets. Its announcement is available from Samsung.
Why the headline overstates the final amount
Commerce’s December 2024 final award was up to $4.745 billion for Samsung Austin Semiconductor and related Texas projects. That is $1.655 billion below the preliminary maximum. Calling the final award “$6 billion” without explaining the earlier proposal therefore gives readers the wrong current figure.

The federal project summary is maintained by NIST. The award is for specified U.S. semiconductor entities and projects, not an unrestricted payment to every Samsung business.
What TSMC’s Arizona agreement covered
Commerce announced preliminary terms with TSMC Arizona on April 8, 2024. They proposed up to $6.6 billion in direct funding and approximately $5 billion in loans for a planned three-fab campus in Phoenix, expanding the company’s expected Arizona footprint from two fabs to three. TSMC planned to invest more than $65 billion privately.

The project targets leading-edge production and a surrounding ecosystem of suppliers, testing and packaging. TSMC’s announcement said its first Arizona fab was then scheduled to begin 4-nanometer production in the first half of 2025; that was a company timetable published in 2024, not a guarantee. The company’s statement is at TSMC.
On November 15, 2024, Commerce finalized up to $6.6 billion in direct funding and up to $5 billion in proposed loans for TSMC Arizona Corporation. The final announcement projected more than 20,000 jobs. The complete terms are described by Commerce.

Grant, direct funding and loan: the terminology matters
- Direct funding: The Commerce Department’s preferred description for CHIPS incentive payments. “Grant” is common shorthand, but less precise.
- Loan: Financing that generally must be repaid. TSMC’s proposed $5 billion component belongs in this category, separate from its direct funding.
- Preliminary terms: Non-binding April memoranda reached after initial negotiations; they were subject to diligence and final agreements.
- Final award: The later Samsung and TSMC agreements announced in December and November 2024.
- Up to: A ceiling conditional on construction, spending, performance and federal requirements, not proof that the ceiling has been disbursed.
Do not add a company’s private investment, direct funding and loans together and label the total a grant. They are different sources and types of capital.
Why the United States is subsidizing foreign-headquartered companies
The CHIPS and Science Act set aside $39 billion for semiconductor manufacturing incentives administered by Commerce. The policy aims to expand advanced chip production on U.S. soil after supply disruptions exposed dependence on overseas manufacturing.

Samsung is headquartered in South Korea and TSMC in Taiwan, but the program is location-based: facilities physically built in the United States can qualify. Domestic fabs are intended to support chips used in artificial intelligence, defense, telecommunications, automobiles, consumer electronics and high-performance computing.
The awards are not unconditional gifts. Companies must meet negotiated milestones and other federal requirements, while the projects still depend on permits, utilities, construction, equipment, skilled workers and suppliers.

Potential benefits
- More U.S. capacity for advanced semiconductors and packaging.
- Large construction and long-term manufacturing employment, although job numbers remain projections.
- Closer access to leading chipmakers for U.S. designers, equipment firms and materials suppliers.
- Some reduction in exposure to overseas shipping disruption or geopolitical shocks.
Limits and trade-offs
- U.S. fabs can cost more to build and operate than comparable Asian capacity, making public support politically and economically consequential.
- Three fabs in Arizona and new Texas capacity do not make the United States self-sufficient in every chip, material, manufacturing tool or packaging service.
- Leading-edge schedules and process labels such as 4nm, 2nm or A16 describe planned technology generations and can change.
- Projected jobs are not the same as completed jobs, and maximum awards are not the same as cash already transferred.

How to read the original headline
“Samsung to get $6 billion chip grant from the US, TSMC $5 billion” is directionally tied to real 2024 CHIPS Act negotiations, but it is inaccurate in four ways: it uses Samsung’s preliminary rather than final figure, calls TSMC’s loans a grant, omits the separate $6.6 billion TSMC direct-funding amount and suggests immediate, unconditional payment.
The accurate historical summary is: the Biden administration initially negotiated up to $6.4 billion in proposed direct funding for Samsung and up to $6.6 billion in direct funding plus about $5 billion in loans for TSMC; final awards were up to $4.745 billion for Samsung and up to $6.6 billion plus up to $5 billion in loans for TSMC.
