What makes the recommendation credible
Establish your basis for commenting
State who you are in relation to the provider: for example, a client, project partner, or business contact. Include when you worked together and what service the company performed. This lets the recipient understand the scope of your experience rather than treating your praise as a blanket endorsement.

Use an example you can stand behind
Replace broad praise such as “excellent” or “the best” with a concrete event you observed. You might describe how the provider handled a change, communicated about a problem, or completed a defined part of the work. Keep the outcome within what you know firsthand; distinguish your own observations from claims the vendor or someone else supplied.
Make the recommendation specific
Connect your recommendation to the service or type of project you actually saw. If your experience covered only a limited scope, say so rather than implying you can vouch for every service the company offers. Do not add performance figures, comparisons, or results unless you can substantiate them.

Check approval before writing for your employer
If you plan to use your organization’s name, title, or letterhead, check its policies and any required approval process first. Permission to describe your own experience does not necessarily mean you may endorse a provider as an official representative.
Rules can depend on the employer and context. For example, NIH Ethics Program guidance says: “NIH employees may write about a contractor’s progress/performance in the course of an official evaluation of the contract, but may not recommend that others use the vendor’s services or good.” This is guidance for NIH employees, not a universal rule for all employers or jurisdictions. See the NIH Ethics Program guidance.
