Sam Altman did not leave OpenAI in September 2024. He was no longer listed on the company’s revamped Safety and Security Committee, while remaining OpenAI’s CEO and a board director. The committee became an independent board oversight body chaired by Carnegie Mellon professor Zico Kolter, with authority alongside the full board to delay a model release until safety concerns were addressed.
What OpenAI announced
On September 16, 2024, OpenAI said its Safety and Security Committee would become an independent board oversight committee. The new roster named Kolter as chair, alongside Adam D’Angelo, Paul Nakasone and Nicole Seligman. Altman was absent from that list. OpenAI did not say whether he resigned, was asked to leave or was removed as part of the restructuring. OpenAI’s announcement described the change as part of reforms following a 90-day review of its safety and security practices.
The committee’s remit covered both safety—such as model behavior and risks from deployment—and security, including protecting research and infrastructure. It was not a substitute for OpenAI’s internal safety teams or the full board.

Kolter is a Carnegie Mellon University computer-science professor and director of its Machine Learning Department, with research interests including AI safety, alignment and robustness. OpenAI appointed him to its board in August 2024. He was an academic and board director, not a government regulator. OpenAI’s announcement about Kolter describes his appointment.

What authority did the committee have?
OpenAI said the committee would receive safety-evaluation briefings for major releases, review technical assessments and post-release monitoring, and help establish model-launch criteria. Together with the full board, it could delay a release until safety concerns were addressed. That is a formal delay authority, not a stated unilateral veto held by the chair over every product launch.
OpenAI also said the committee and board reviewed the safety assessment for its o1 model. The announcement established a governance process; it did not show how often the committee used its authority or whether that process changed a release decision.

Why the change mattered—and what it does not prove
Removing the CEO from a board-level oversight committee can reduce the appearance that an executive is overseeing his own decisions. The new structure also put an academic with AI-safety expertise in the chair and included Nakasone, a retired U.S. Army general and former senior cybersecurity official. Those are governance design choices, not proof by themselves that oversight was operationally independent or that safety outcomes improved.
OpenAI said the committee’s 90-day review led to measures in five areas: independent safety and security governance, stronger security, greater transparency, collaboration with outside organizations, and unified frameworks for model development and monitoring. Its public announcement did not identify a specific safety failure, policy violation or disagreement with Altman as the reason for the roster change.

In November 2023, OpenAI’s previous board removed Altman as CEO and from the board; he returned days later. In March 2024, OpenAI announced that an independent WilmerHale review had concluded. The company said the review found a breakdown in trust between Altman and the prior board, but that his removal did not arise from concerns about product safety, security, development pace, finances or statements to stakeholders. Altman rejoined the board. OpenAI’s review announcement covers those findings.

The September 2024 committee change was a later and distinct governance event. The available announcement does not link it to the 2023 board crisis or say that it reopened that dispute.
What is known about Altman’s role afterward
Altman remained CEO and a board director after leaving the committee. His absence from one committee’s roster does not establish that he was excluded from all safety-related decisions across the company. OpenAI’s later corporate-structure page describes the Safety and Security Committee as an OpenAI Foundation committee responsible for governance of safety and security practices across OpenAI, including OpenAI Group.

The public record cited here does not establish whether Altman chose to leave the committee or was asked to do so, whether the committee had disagreed with him, or how frequently it exercised its release-delay authority. It also does not establish that fundraising or congressional scrutiny caused the change.
