SAARA is a Madhya Pradesh government app and portal best documented for field-based digital crop surveys. Here is how the survey works, what it records and what its offline process allows.

SAARA is a Madhya Pradesh government app and web portal for revenue-administration work. Its best-documented function is the digital crop survey: authorized users record crop details and photographs at the field, then upload the survey data. The state also documents a separate SAARA-portal workflow for applications for residential plots, but that does not establish the platform’s full current feature set.

What is SAARA in Madhya Pradesh?

SAARA stands for Smart Application for Revenue Administration. The official portal identifies it as a Government of Madhya Pradesh service and credits MAP_IT with its design and development; its footer names the Commissioner of Land Records, Revenue Department. Official SAARA portal

The state’s eService catalogue lists “SAARA – Digital Crop Survey” as a service for collecting seasonal land and crop information used in Khasra accounting. The catalogue also lists other land-record services, such as certified Khasra and B-1 copies and mutation. What does the digital crop survey record?

The survey records crop information against a land survey number, or Khasra. In the official FAQ’s documented workflow, the user selects the survey number, chooses the crop, enters irrigation status and area, and saves the record. The FAQ says users must enter the information while physically present at the field: “खेत पर उपस्थित होकर जानकारी भरना अनिवार्य है।” It also describes a field-level geofence, GPS location and map access to survey numbers. Submitted information may be checked against satellite imagery and photographs, and through random official inspections; a photograph alone is not approval or proof that a record has been accepted. How does the documented survey workflow work?

  1. Download assigned village data. The FAQ says the surveyor first downloads village data to the app. Internet access is needed for this step. SAARA digital crop survey FAQ
  2. Open pending Khasras. View the pending survey numbers for the assigned village and select the Khasra to survey.
  3. Record the field details. While at the field, select the crop, enter irrigation status and area, and take the required crop photograph.
  4. Save the entry. The FAQ says data entry can be done offline after the village data has been downloaded.
  5. Upload the survey data. Use the app’s upload workflow when internet access is available. Internet is required to upload data.

Survey dates and deadlines vary by season, so a deadline should be taken from the applicable current official notice rather than inferred from the general FAQ. SAARA digital crop survey FAQ

Can you enter crop information away from the field?

No. The official FAQ says field presence is mandatory for entering survey information. Offline entry refers to connectivity, not location: it allows work without an internet connection after village data has been downloaded, but does not remove the requirement to be physically at the field. What phone or internet connection does the survey require?

The documented process needs a smartphone with a camera and GPS, since users capture crop photographs and the FAQ describes location-based checks. The FAQ states Android 6 or later for local-youth surveyors, but that is a statement for this user category—not a verified current minimum for every SAARA user. Check the current official app listing or department instructions for supported devices and availability; the FAQ’s reference to Google Play does not establish that the app is currently listed there. Does SAARA handle other revenue applications?

A separate CM Helpline scheme record describes online applications for residential plots through the SAARA portal. In that scheme-specific process, applications are reviewed by the gram panchayat secretary and patwari, scrutinized by the tehsildar, made available for a public notice period for objections or suggestions, considered with gram-sabha input, and then decided for eligible applicants.
