Russian wheat export prices rose after Russia withdrew from the Black Sea Grain Initiative in July 2023, but they did not keep climbing the following week. Reuters reported an August-delivery quote of $241 per ton for 12.5%-protein Russian wheat on an FOB basis, down $1 from the week before. That is a dated market snapshot—not a current wheat price.
What happened to Russian wheat prices after Russia left the deal?
Russia withdrew from the UN-backed Black Sea Grain Initiative in July 2023. In the week immediately after the withdrawal, Russian export prices spiked; in the following week they held roughly steady. Reuters reported the later quote on August 1, 2023:
- $241 per ton for Russian wheat with 12.5% protein, scheduled for FOB delivery in the second half of August 2023.
- $242 per ton was the quote for the preceding week, making the reported week-over-week change a $1 decline.
The quote, attributed to IKAR, applies to a specific grade, delivery window, and shipping basis. FOB means the seller’s price covers the goods to the named loading point; it is not a delivered price that includes the buyer’s onward freight and insurance. It should not be treated as a general wheat benchmark or as a quote for another date or origin. Reuters report republished by Business Recorder, August 1, 2023.
Why did the initial price spike ease?
Russian export supply was abundant
Russia had substantial wheat available to export. SovEcon estimated July 2023 Russian wheat exports at 4.4 million tons, compared with 2.5 million tons in July 2022 and a historic July average of 2.8 million tons. Reuters linked record-high recent exports to the large 2022 crop and sizeable stocks. That supply helped counterbalance the risk premium associated with the deal’s exit. The wider wheat market had ample supply
The broader market was already below its May 2022 price peaks. In July 2023, USDA’s Economic Research Service said expected ample supplies from Russia and the European Union were weighing on global export prices. Its comparisons show the wider downward context, not Russian price changes: France’s July 2023 export price was 27% lower than a year earlier, while U.S. hard red winter wheat export prices were 10% lower year over year and 34% below May 2022. USDA ERS, August 30, 2023.
Alternative Ukrainian routes limited the market shock
The end of the initiative and subsequent Russian attacks on Ukrainian port infrastructure affected global prices, but Ukraine was expected to keep shipping some commodities by alternative routes. USDA ERS wrote: “However, Ukraine is expected to continue shipping some commodities via alternative routes, so price changes were relatively minimal compared with more extreme swings at the start of the conflict.” The limited price response therefore reflected a mix of shipping access and supply conditions, not an absence of risk. What the grain deal exit meant beyond the quote
The initiative had enabled Ukrainian grain exports through the Black Sea. Russia said it was leaving because conditions for renewal had not been met and argued that restrictions on shipping and insurance hindered its own agricultural trade; Ukraine and Western allies disputed Moscow’s account. The consequences mattered particularly to import-dependent countries and global food supply, even though the immediate price changes were limited compared with the extreme volatility early in the war. Associated Press, September 4, 2023.
At a September 4, 2023 news conference in Sochi, President Vladimir Putin said Russia could return to the deal “within days” if its demands were met, according to AP. That was a statement about possible terms for returning, not evidence that Russia had rejoined the initiative. Associated Press, September 4, 2023.

How to read this price—and what it does not tell you
The $241 figure is a historical export quote for a particular Russian wheat specification, not a universal wheat price. Comparisons are meaningful only when key terms align:
- Protein grade: this quote is for 12.5%-protein wheat.
- Shipping basis: it is FOB, not a delivered price.
- Delivery window: second half of August 2023.
- Origin and crop context: Russian wheat, with the quote reported during a period of abundant export availability.
- Date: reported August 1, 2023; it does not establish a price for October 2026.
Export availability, importer demand, crop prospects, stocks, freight, and shipping restrictions can all influence prices. The deal’s exit was important, but it should not be treated as the sole cause of every price movement.

Later snapshots are not updates to the 2023 quote
Separate reports illustrate why dates and delivery terms matter. A July 27, 2026 report quoted new-crop Russian wheat with 12.5% protein at $235 per ton for second-half-August FOB delivery, unchanged from the preceding week. That is a 2026 snapshot, not a continuation of the 2023 price series or an October 8, 2026 quote. Investing.com, July 27, 2026.
S&P Global separately reported that Russian wheat exports were 1.6 million metric tons in July 2026, down from 2.1 million a year earlier. Its account described Black Sea wheat prices rising in mid-July amid export-availability concerns, then retreating amid weak importer demand, favorable crop prospects, and Ukrainian carryover stocks. Those developments show that later market conditions had their own drivers; they do not explain or revise the 2023 episode. S&P Global, July 2026.
