The rupee rose sharply on October 12, 2026, after the Reserve Bank of India (RBI) announced measures to redirect dollar demand from three state-run oil companies and tighten rules on some foreign-exchange derivative trades. The move eased immediate pressure in the spot market, but it does not establish that the rupee’s broader weakness has ended: oil prices, foreign investment flows, US yields and global dollar strength remain important risks.
What changed, and when do the measures apply?
On Saturday, October 10, the RBI announced a special dollar window for Indian Oil Corporation, Hindustan Petroleum Corporation and Bharat Petroleum Corporation. Reuters reported that the central bank would meet their daily dollar needs from its reserves, with access beginning Monday, October 12. Instead of buying those dollars through ordinary spot-market transactions, the companies can obtain them through this channel.

The RBI also tightened rules for certain rupee-linked foreign-exchange derivatives. Reuters reported a 20% foreign-exchange risk reserve (FERR) requirement on qualifying contracts above $2 million, and a reduction in the threshold for transactions without underlying exposure from $100 million to $5 million. The package also restricts rebooking cancelled rupee-linked derivative contracts. Financial Express reported that rolling over existing contracts at maturity remains permitted under existing rules.

Oil-company dollar demand moves out of the spot market
Oil importers need dollars to pay for purchases. When the three companies obtain their daily dollars from the RBI window, that demand no longer has to be met through their usual spot-market buying. This can reduce near-term competition for dollars and help limit pressure on the rupee’s market price.

It shifts rather than eliminates the demand for dollars. The RBI supplies the dollars from its reserves, so relief in the spot market can come with a decline in reserves. Reuters quoted ANZ FX strategist Dhiraj Nim: “Addressing oil companies’ dollar requirements removes one of the largest sources of demand from the FX market, which should help reduce volatility but it will show up in a depletion of reserves.”
Derivative restrictions target some positions, not all hedging
The lower threshold for trades without underlying exposure and the limits on rebooking are intended to curb some forms of derivative demand and repeated positioning. The FERR requirement can also raise the cost of qualifying transactions. It is a reserve requirement for authorised dealers on specified contracts—not automatically a 20% fee charged to every customer.

These measures do not ban all currency derivatives or all corporate hedging. Their precise application to a particular contract depends on the RBI directions and the transaction’s circumstances. The reported summaries do not substitute for the original RBI notices or transaction-specific advice.

Reuters attributed the rebound to the RBI measures and direct dollar selling. The Indian Express also cited a pullback in crude prices. The rally followed the policy steps, but the available reporting does not establish that the rules alone caused the entire move. Reuters’ preview ahead of Tuesday’s trading expected an opening range of 95.50–95.60; that was an expectation, not a confirmed rate or guarantee of a continued recovery.
Does the rally mean the rupee is on a lasting recovery?
Not by itself. The measures can change where and how some dollar demand reaches the market, but they do not remove India’s underlying need for imported oil or determine how much foreign capital enters or leaves the country. LKP Securities VP Research Analyst Jateen Trivedi told the Indian Express: “However, a sustained recovery will depend on foreign institutional investor (FII) flows, crude oil prices and broader dollar movements.”

- Crude oil: Higher oil prices increase dollar needs for imports and can put pressure on the currency.
- Foreign investment: Portfolio outflows can add to demand for dollars and weigh on the rupee.
- Global rates and the dollar: Higher US yields and broader dollar strength can make dollar assets more attractive relative to emerging-market currencies.
Moneycontrol’s October 12 analysis reported that the spread between India’s 10-year government bond yield and the US 10-year Treasury yield narrowed to 205 basis points on October 9, near a 22-year low; it put the long-term average at about 415 basis points. The same analysis said the RBI raised its repo rate by 25 basis points to 5.5% on October 7. Higher rates may support relative returns, but they can also raise domestic borrowing costs. These figures describe the policy and yield tradeoff, not a confirmed forecast of the RBI’s next decision or the rupee’s direction.
What the intervention means for reserves and banks
Financial Express reported RBI foreign-exchange reserves of $734.60 billion for the week ended October 2, down $12.95 billion over that week. This is a dated figure, not a measure of reserves after the special window began. Supplying dollars to the oil companies may shift some near-term pressure from the exchange rate to the reserve stock.

The derivatives rules also have operational consequences for banks. Financial Express reported the 20% FERR requirement for banks on specified contracts. The Times of India reported that banks sought clarification, relaxation and more time to comply, citing adjustment costs and liquidity concerns. It also reported that the daily cash-reserve maintenance level during a fortnight would rise from 90% to 99%, effective October 16. The reports do not establish a fully measured market-wide impact from these operational changes.
How the two policy channels differ
| Measure | Dollar demand addressed | Who carries the burden | Timing and likely channel |
|---|---|---|---|
| Special dollar window for the three state-run oil companies | Daily dollar needs otherwise bought in the regular spot market | RBI reserves supply the dollars; oil companies use the special channel | Access began October 12, 2026; may ease immediate spot-market demand while drawing on reserves |
| Derivative restrictions and FERR | Some rupee-linked derivative transactions, including transactions without underlying exposure and cancelled-contract rebooking | Authorised dealers face the reserve requirement; qualifying hedges may become more costly | Announced October 10; changes rules and costs for specified activity, rather than removing broader external pressures |
The table reflects the measures as described in contemporaneous news reports. For transaction-level decisions, the governing RBI notices determine the actual scope and requirements.
