The proposal would let an eligible seller use an ECO warehouse in another state or union territory as its principal place of business there, subject to the operator’s consent and verification. The scheme is optional and, as described in the official FAQ, is limited to qualifying ECO-only goods sales.
What Rule 14B would change
At its 57th meeting on 8 October 2026, the GST Council recommended inserting Rule 14B into the CGST Rules, 2017. The proposed route addresses small suppliers of goods who sell through electronic commerce operators in states or union territories where they do not have a physical presence. With the ECO’s consent, a seller could declare the operator’s warehouse in that jurisdiction as its principal place of business (PPoB); other warehouses of that operator in the same jurisdiction could be listed as additional places of business (APoB). The Council says the aim is to make expansion into other states easier without requiring a seller to establish its own place of business in each one. This is the Council’s stated purpose, not a measured outcome.

Who the FAQ says may qualify
The PIB FAQ, posted on 9 October 2026, describes the scheme as optional. Its stated conditions are:
#1 Best Overall
- Fourth revised and updated edition 2018
- Basic of accountancy ,bank reconcillation, recording procedure in accounting ,preparation of final accounts, concepts of gst
- Prepration of final accounts ,concepts of good and services taxes using tally .Erp 9 with gst
- Depreciation,accounting for joint venture
- Accounting for consignment, hire purchase and instalment
- The seller intends to supply goods only through ECOs required to collect tax at source under section 52 of the CGST Act. The FAQ says non-ECO supplies cannot be made under this registration.
- The seller has a regular GST registration in its home state.
- The ECO consents to the seller declaring its warehouse as the PPoB or an APoB in the relevant state or union territory.
- The FAQ sets a monthly output-tax condition: combined central, state or union-territory, and integrated tax on supplies to registered persons—excluding recipients registered on the same PAN—must not exceed ₹2.5 lakh.
There is an important difference in how the two official announcements state the ₹2.5 lakh condition. The Council’s 8 October release describes an intended limit on ITC passed on, excluding stock transfers between distinct persons. The PIB FAQ instead describes output tax on supplies to registered persons, with an exclusion for recipients registered on the same PAN. These formulations are not interchangeable. The applicable legal test should be confirmed against the notified rule if and when it is issued.
How the proposed application process works
The FAQ describes an application through the common portal in FORM GST REG-01. It outlines the following sequence:

- HIGH QUALITY - The expense tracker is size of 5.8" x 8.3", is used to high quality 100gsm pure white paper, brown elastic band and a back pocket for extra space.
- PERFECT FOR - Use monthly account log book for your personal or business finances, improve your productivity with this financial organizer.
- Apply and provide the registration details. In FORM GST REG-01, the applicant identifies the GSTIN against the same PAN in the home state, gives the ECO warehouse address and particulars for the proposed PPoB, and lists details of any other ECO warehouses in that state or union territory to be included as APoBs.
- Wait for ECO consent. The portal forwards the application to the ECO, which is to decide on consent within seven working days of receiving it. If the ECO does not consent within that period, the FAQ says the application is deemed rejected.
- Complete any required identity and premises checks. After ECO consent, the application goes to the jurisdictional officer in the home state. The FAQ describes biometric Aadhaar authentication, photograph capture, verification of original documents and physical verification of the home-state PPoB where those checks have not already been completed.
- Registration follows successful verification. If verification is successful, the common portal grants registration electronically. If it is unsuccessful, the application is rejected electronically.
“Automatic” registration therefore refers to the portal grant after the required steps and successful verification; it does not mean approval without ECO consent or checks.

Ongoing records, changes and withdrawal
Keep records at the home-state place of business
The FAQ says the seller must maintain books and other records, including electronic data, at the home-state PPoB for each registration against the same PAN. The seller must provide those records when requested by the proper officer in the state or union territory where the Rule 14B registration applies.
Rank #3
If the ECO withdraws warehouse consent
If the ECO gives notice that it has withdrawn consent, the seller must apply in FORM GST REG-14 to amend the PPoB or APoB within 30 days of that notice. The FAQ says the registration is cancelled electronically, with communication in FORM GST REG-38, if the seller does not amend it within the 30-day period.
Other changes and exiting the route
The FAQ identifies FORM GST REG-14 for changes to an ECO warehouse address, subject to ECO consent, and FORM GST REG-32 for withdrawal from the scheme. It also says a seller using the home-state option under Rule 14A must withdraw that option through REG-32 before applying under Rule 14B in another state or union territory. A seller may obtain only one registration against a PAN in a given state or union territory under this scheme. If the home-state registration on which the scheme registration relies is cancelled, the FAQ says the scheme registration is cancelled electronically and communicated in FORM GST REG-38.

How to assess whether this route fits
Because the proposal is optional and geographically specific, a seller considering expansion should distinguish it from obtaining standard registration in a destination state. The ECO warehouse route described in the FAQ may be relevant only if the seller can meet the stated conditions and accept the related checks and record-keeping duties.
Quick Recap
Best Value
- Sales channel: The FAQ describes goods supplied only through qualifying ECOs; it does not provide this registration for non-ECO sales or services.
- Operator agreement: The route depends on ECO consent to the warehouse address, and a later withdrawal triggers an amendment deadline.
- Home-state basis: The seller needs regular registration at home and must keep the specified records there.
- Eligibility threshold: The two official descriptions of the monthly ₹2.5 lakh test differ, so the notified rule—not an assumed blended interpretation—will be the relevant text to check.
- Timing: Do not treat the recommendation as a currently available registration route unless an operative notification and portal status confirm that it has commenced.
