Rubio said R/FIMI had “actively silence[d] and censor[ed] the voices of Americans they were supposed to be serving,” according to the Associated Press. He also said, “It is the responsibility of every government official to continuously work to preserve and protect the freedom for Americans to exercise their free speech.” Those are Rubio’s claims and stated principle, not findings independently established by the reporting cited here.
What were the GEC and R/FIMI?
The Global Engagement Center
The GEC had roots in earlier efforts to counter online extremist messaging. Its remit expanded in 2016 amid concerns about foreign interference in the U.S. election, The Washington Post reported. WIRED described its work as tracking and exposing foreign propaganda campaigns.

WIRED reported that the GEC grew into an operation with 120 people and a $60 million budget. Those are WIRED’s reported figures; the sources cited here do not independently establish an official final staffing or budget total.
R/FIMI, the successor office
After the GEC closed in late 2024, R/FIMI was formed from its remnants, according to The Washington Post. The name refers to countering foreign information manipulation and interference. Rubio’s April 2025 announcement targeted this successor office.
Why is the censorship allegation disputed?
Former State Department spokesman Ned Price rejected Rubio’s description. The Associated Press quoted Price calling it “a deeply misleading (and) unserious portrayal of an organization focused on identifying foreign — primarily Russian — disinformation ops.” His response reflects a competing account of the office’s purpose; it does not by itself settle how any specific activity affected U.S. speakers.
WIRED also quoted an unnamed State Department official who called the censorship allegations “fictitious” and characterized the GEC as part of American soft power. WIRED did not identify that official, so the statement should remain attributed anonymously.

Rubio described the effort as documenting alleged harms and connecting them to State Department-funded actions. He said, “We ended government-sponsored censorship in the United States through the State Department.” That was Rubio’s characterization of the alleged conduct, not an independently verified finding.
WIRED framed the promised documentation effort as a “Twitter Files” sequel. In the cited exchange, Rubio did not use that phrase. The available accounts establish a stated commitment to document alleged harms; they do not establish that a complete public review has been released.

What happened to U.S. efforts against foreign propaganda afterward?
In a March 31, 2026 report, Reuters said Rubio later directed U.S. diplomats to use X, elevate trustworthy information, expose falsehoods, and coordinate as appropriate with Pentagon psychological operations units to counter foreign anti-American propaganda. That reporting is later policy context; it does not show how the directive was implemented or resolve the dispute about the former GEC and R/FIMI.
