Rose Manor Was Reported for Sale Amid Peppermint Grove Rezoning Dispute

Rose Manor’s January 2025 listing intersected with a rezoning dispute over its site and adjoining Shire land. The reported R80 and 12-dwelling scenario were not approvals.

Rose Manor, at 12 Johnston Street in Peppermint Grove, was reported for sale in January 2025 as a proposed rezoning of the house lot and adjoining Shire land moved through a planning dispute. A scenario of about 12 dwellings was reported if the site received R80 coding, but neither that zoning nor a development of that scale is established as approved. The Shire’s current scheme page lists the amendment as R15 to R40 and pending a ministerial decision.

What was for sale, and what land did the proposal cover?

On 5 January 2025, PerthNow reported that Rose Manor was being advertised for sale through Mack Hall Real Estate. The house lot at 12 Johnston Street was reported as 751 square metres. The planning proposal also included the adjoining vacant Shire lot, bringing the combined site to 1,503 square metres. Both lots face Cottesloe Primary School across Johnston Street. PerthNow’s January 2025 report documents the listing and site details; it does not establish whether the property is still for sale or has since sold.

How did the rezoning proposal change?

The amendment did not simply move from proposal to approval. Its history involved different positions from the Shire and state planning bodies, followed by a ministerial direction to readvertise at a higher density code.

  1. Initial proposal: The applicant, Rowe Group, and the Shire initially supported R40 coding for the combined site.
  2. State recommendation: The Western Australian Planning Commission’s Statutory Planning Committee recommended R80 to the Minister for Planning.
  3. Readvertising direction: The Minister directed the Shire to readvertise the amendment at R80. The Shire’s December 2024 council agenda records the process. Shire council agendas and minutes
  4. Public notice: The Shire’s notice proposed changing Lots 24 and 26 at 12 Johnston Street from Residential R15 to Residential R80, with submissions due by 17 November 2024. A direction to readvertise is not itself a rezoning decision. Shire readvertising notice

What did R40 and R80 mean for the site?

The central dispute was the proposed density coding, not a confirmed building plan. PerthNow described R80 as having an average site area of 120 square metres per dwelling and a minimum of 100 square metres. It reported that about 12 units might be possible on the combined site under the R80 scenario. That is a reported possibility, not a planning approval, a confirmed project, or proof that 12 units could ultimately be built. Actual development would depend on the applicable planning decision and further approvals.

R40 was the Shire-supported position described in the reporting and is the code shown in the Shire’s current amendment listing. R80 was the higher code recommended by the state planning committee and used for the Minister-directed readvertising. The available sources do not establish an approved dwelling yield for either code at this site.

What did consultation and the Shire indicate?

PerthNow reported that consultation concluded in December 2024 with four responses, all opposing R80 and supporting R40. It also reported that the Shire remained opposed to R80. The article attributes the following statements to a written report by Shire officers to council, rather than to a named individual:

“Anecdotally, the Minister’s direction to readvertise at a higher R80 coding is unlikely to be varied subsequent to the consultation process,” their report said.

“Notwithstanding, there has been no compelling case put to the shire to justify the higher coding.”

These comments convey the officers’ view at that stage; they do not settle what the Minister ultimately decided.

What is known about the sale and final decision?

The listing fact is historical: Rose Manor was reported advertised for sale in January 2025. The sources available here do not verify its current sale status. Likewise, the Shire page’s pending label does not establish whether a ministerial decision has since been made, because the page gives no status date. Readers should distinguish the documented history from later events: the R80 readvertising and the reported 12-dwelling possibility do not prove that the property sold, that the site was rezoned to R80, or that a multi-dwelling development was approved.
