Rollins’ Talks With Farm Input Companies: What’s Known About Fertilizer Prices

Rollins’ reported talks with agricultural input companies were aimed at farmer relief, but no price deal or realized savings are documented. Later USDA actions include a phosphate import measure and a domestic fertilizer grant program.

In March 2026, Agriculture Secretary Brooke Rollins was reported to be speaking directly with agricultural input companies about rising prices and relief for farmers. The account described an effort—not a documented price agreement or proof that prices fell. Subsequent USDA actions addressed phosphate imports and domestic fertilizer production, but the agency’s projected savings are not verified outcomes.

What Rollins said she was doing

A March 31, 2026 roundup by the University of Illinois’ Farm Policy News attributed to Agri-Pulse reporters a report that Rollins was working directly with input-company leaders as fertilizer supply concerns and high diesel and fertilizer costs pressed farmers ahead of planting. Rollins was quoted as saying, “We want real relief for our farmers.” Farm Policy News’ March 31 roundup does not name the companies, describe specific price commitments, or show that the talks produced lower prices.

The distinction matters: the title describes the purpose of the discussions, not a verified result. The reported pressure also involved fuel costs and farm finances, not fertilizer alone.

Why input costs mattered to farmers

In April, Axios reported concerns among farmers in rural Illinois about fuel and fertilizer costs. It said an American Farm Bureau Federation survey found 70% of surveyed farmers said they could not afford enough fertilizer that year, while six in ten reported worsening finances. Those are survey findings, not measurements of every U.S. farm.

Axios also reported that nitrogen and urea prices had risen 30% and 47%, respectively, since the start of the Iran war, based on USDA data analyzed in an AFBF report. Those changes refer to that comparison period, not current or permanent price levels. Rollins told fertilizer companies, “We are putting fertilizer companies on notice — don’t use the Iran conflict to exploit our American farmers.” Axios’s April 23 report documents the warning and the reported rural Illinois concerns.

What the federal government did after the March report

The later measures were distinct from Rollins’s reported company discussions. One addressed certain phosphate imports in the near term; another offered support for domestic fertilizer production over a longer horizon.

Measure Mechanism and scope What the announcement establishes
Temporary suspension of countervailing duties on certain phosphate fertilizer imports, announced June 29, 2026 Changes import costs for the specified phosphate products, with the stated aim of increasing supply and competition. USDA projected an approximately 22% reduction in phosphate fertilizer prices and about $1.82 billion in annual farmer savings. These are agency estimates, not verified savings. USDA Secretary Brooke Rollins described the import-duty action as expected to reduce prices and increase savings. Her June 29 statement called the reduction “estimated”; the figure should be read as a forecast, not a measured change at the farm gate.

How these measures fit into competition policy

USDA has also described broader work with the Department of Justice on competition in agricultural input markets. According to USDA, the agencies signed a memorandum of understanding on September 26, 2025, and the president signed an executive order on December 6, 2025, addressing price fixing, anti-competitive behavior, and foreign influence in sectors that include seed, fertilizer, and farm equipment. This is a policy framework; it does not establish that a specific company was found liable. USDA’s overview describes the administration’s stated approach.

In April 2026, Senate Agriculture Committee Chairman John Boozman and Rollins emphasized fertilizer affordability and access. Boozman called for both immediate assistance and longer-term strategies, saying, “These challenges highlight the broader issue: the need for a reliable, affordable and domestically secure supply of fertilizer.” The statement reflects policy debate, not an enacted relief package. The Senate Agriculture Committee’s April 28 release provides that framing.

What farmers and households can conclude

The public account supports three separate conclusions: Rollins was reported to be holding direct discussions with input companies; USDA later announced a targeted phosphate import measure and a domestic-production grant program; and USDA forecast benefits from the import measure. The available cited material does not show the companies’ identities or any commitments made in the talks, measured nationwide savings from those discussions, or realized savings from the phosphate action. Nor does the FIELDS announcement establish that new fertilizer output is already available.

For farm budgets, planned relief should therefore be distinguished from a price actually paid. The announcements identify policy intent and projected effects, but they do not by themselves establish how much an individual operation’s fertilizer bill changed.
