What Rivian is asking Ohio to stop doing
Rivian, LLC filed Rivian, LLC v. Norman, No. 2:25-cv-00858, on August 4, 2025, in the U.S. District Court for the Southern District of Ohio. The defendant is Charles L. Norman, Ohio’s Registrar of Motor Vehicles, named in his official capacity. Rivian’s complaint says the state’s licensing restriction prevents its direct-sales-only business from completing a retail vehicle sale at an Ohio location.

Rivian wrote in its complaint: “Nonsensically, the thing that Rivian cannot do is actually complete the sale of Rivian vehicles in Ohio.” That is the plaintiff’s characterization of the rule, not a court’s finding. Read the complaint filed August 4, 2025.
What Ohio’s rule is described to require
As Rivian describes Ohio Revised Code section 4517.12(A)(11) in its complaint, a dealer license is required to sell new vehicles at retail, and the state must deny such a license to a manufacturer or its parent, subsidiary, or affiliate seeking to sell or lease new or used vehicles at retail. Rivian says that restriction prevents it from completing a direct retail sale at an Ohio location.

The complaint describes an exception for manufacturers that met an in-state sales condition before 2014, which Rivian says allows Tesla to operate in Ohio. This is the complaint’s account of the statute and exception; the case materials cited here do not independently establish a current, comprehensive interpretation of the Ohio code.
How the purchase route differs
Rivian’s complaint says Ohio residents could order through a Rivian-operated location licensed in another state. It alleges that vehicles could then be delivered to an Ohio service center or, where available, to the customer’s home, with Ohio tax and registration obligations still applying. These are Rivian’s statements about the purchase route at the time of filing, not confirmation that every delivery arrangement remains unchanged.

Rivian also says it can service and repair vehicles in Ohio. It reported in the complaint that Rivian, LLC or a subsidiary was a licensed dealer in 16 states when it filed suit on August 4, 2025; that is a figure from the pleading, not a current independently verified count.
Why Rivian says the restriction is unconstitutional
Rivian alleges that applying the restriction to its business violates the federal Constitution’s Due Process and Equal Protection Clauses. It argues that the law blocks its direct-sales model while treating it differently from manufacturers covered by the Tesla exception. The complaint expressly says Rivian is not challenging the constitutionality of Tesla’s provision.

Rivian seeks declaratory and injunctive relief that would permit it to apply for an Ohio dealer license and sell directly if the court grants relief. Its complaint states, “As applied to Rivian, LLC, Ohio’s prohibition of the direct-sales-only business model is unconstitutional.” That is Rivian’s legal position, not a judicial conclusion.
What each side says about consumers and competition
Rivian argues that the restriction limits consumer choice and competition by preventing it from completing transactions in state. The broader policy dispute is whether manufacturer-direct sales should be allowed alongside the franchised-dealer system, and how state rules should balance competition, consumer interests, and the role of local dealers.

Ars Technica reported opposition from the New Jersey Coalition of Automotive Retailers, which said: “The direct sale model is nothing more than an effort to crush competition and suck profits out of local communities to Silicon Valley and Wall Street.” The statement represents the coalition’s position, not a finding about Rivian’s conduct or the effects of Ohio’s law.
