When did construction resume at Rivian’s Georgia plant?
Rivian paused work in March 2024 as it shifted initial R2 production to its existing Normal, Illinois, plant to manage capital spending. The company held a groundbreaking ceremony at Stanton Springs North on September 16, 2025, marking the project’s return. The ceremony did not mean factory buildings were already rising: Engineering News-Record reported that vertical construction began in May 2026.
By August 2026, The Atlanta Journal-Constitution reported work on foundations for two stamping presses, utilities, and roads. Those are dated descriptions of construction progress, not a guarantee that the schedule will remain unchanged.
What does the $5 billion investment mean?
Georgia announced the project in December 2021 as a $5 billion investment, with 7,500 jobs expected by 2030. The state’s project page continues to describe those figures as project commitments and expectations. They are not a report of money already spent or jobs already filled. Other financing figures relate to different sources and uses, and should not be added together as if they were one plant-only investment total.

The DOE announced a $6.57 billion Project Horizon facility in January 2025, comprising $5.975 billion principal and $592 million capitalized interest. Rivian’s April 2026 amendment, disclosed in its later filing, gives the updated facility amount of up to approximately $4.5 billion. When will the Rivian Georgia plant start production?
Rivian has said customer vehicle production is planned to begin in 2028, with R2 and R3 vehicles planned for the site. This remains a target rather than a confirmed start date. The company’s September 2025 announcement described the project’s return and its production plan; RJ Scaringe said at the groundbreaking, “This is a big day for Rivian and a big day for Georgia.” The remark reflected the ceremony, not independent confirmation of a delivery schedule. Engineering News-Record reported that the primary buildings of the 16-million-square-foot manufacturing facility are expected to be enclosed in 2027. That construction milestone is distinct from production beginning in 2028, and both dates can change.

How much capacity is planned?
Rivian’s Q1 2026 earnings presentation gives 300,000 vehicles as the plant’s initial annual capacity. Earlier Georgia and DOE descriptions cited capacity of up to 400,000 vehicles at full build-out. These figures refer to different phases, so the earlier full-build-out figure should not be mistaken for the company’s more recent initial-capacity plan.
Rivian vice president of production facilities in Georgia Tony Sanger described the intended construction sequence this way: “All those buildings are going to be coming out of the ground simultaneously.” That is a company description of planned work, not proof that every building has begun or will proceed on a fixed schedule. The capacity figure appears in Rivian’s Q1 2026 earnings materials; the DOE’s original project description is at DOE Project Horizon.
