The airport says its new terminal is planned to open in 2031, with a parallel runway scheduled to be operational in 2028. Until the terminal opens and services move, passengers should not treat the pledge as a description of today’s airport or travel arrangements.
What does “right place all the time” mean?
Perth Airport’s commercial services currently operate across separate terminal precincts. Under the planned “One Airport” concept, commercial air services would be consolidated at Airport Central. The aim is to make it easier for passengers to reach the terminal serving their flight, rather than having to travel between terminal precincts.
In a PerthNow interview published on 12 November 2024, Waters said: “It’ll become easier because you’ll be in the right place all the time.” He also said the future airport would have “no catching buses or shuttles or trains between terminals” and would be “really compact” and well designed. What is included in the redevelopment?
The more-than-A$5 billion program announced in May 2024 is broader than a new passenger terminal. Perth Airport and Qantas described around A$3 billion of investment in new terminal facilities and a parallel runway within the overall program. Announced components include:

The investment and project details were announced by Perth Airport and Qantas on 31 May 2024; the Western Australian Government also described the redevelopment that day. The A$5 billion figure therefore refers to a wider infrastructure program, not solely to a terminal or a direct passenger charge. What are the current target dates?

Will passengers still need to transfer between terminals?
For now, the future no-transfer description should not be used as travel guidance. The pledge concerns the airport layout after commercial services move into the Airport Central precinct; it does not mean terminal transfers have already ended. Check the terminal listed by your airline for your specific flight and allow for the arrangements that apply on your travel date.
Qantas and Jetstar services are intended to move to the new terminal when it opens. The available announcements do not establish that all airlines will move at the same time or provide a complete airline-by-airline transition schedule. (Perth Airport, 31 May 2024; Perth Airport projects)

What has happened so far?
The program has advanced through both construction activity and planning, but those are distinct from opening the new terminal. In an update dated 7 August 2026, Perth Airport said it had appointed Bravo Link, a joint venture between Fulton Hogan and West Coast Civil, for airside works connecting the new runway to Airport Central. The listed work includes taxiways, pavement, drainage, lighting and security infrastructure. This is evidence of ongoing delivery activity, not evidence that the runway or consolidated passenger terminal is operational. (Perth Airport, 7 August 2026)
Planning for the terminal was also still in progress on the airport’s major development plans page, accessed 8 October 2026. Consultation on the New Terminal preliminary draft Major Development Plan closed on 14 January 2026; the airport said it was considering submissions and preparing the draft plan. Separate Major Development Plans for the Airport Central hotel and airfield upgrade were approved on 8 July 2025 and 18 February 2025 respectively. What the plans could mean for capacity
Qantas and Jetstar projected that their plan could add 4.4 million seats per year by the time the new terminal opens in 2031, according to the 2024 airport and government announcements.
