Revolut’s UK Banking Licence Delay: What Was Reported—and What Happened Next

Revolut’s full UK banking launch is no longer delayed: the company announced on 11 March 2026 that the Prudential Regulation Authority (PRA) had lifted the restrictions on Revolut Bank UK Ltd and approved its exit from mobilisation. The delay reported in October 2025 was linked by news outlets to questions about whether the firm’s risk controls could keep pace with its international growth—but that explanation came from people familiar with regulatory discussions, not a published PRA finding.

What happened to Revolut’s UK banking licence?

The story moved through two distinct regulatory stages: restricted authorisation and mobilisation, followed by approval to launch as a fully operational UK bank.

  1. 2021: Revolut lodged its UK banking application, according to The Guardian.
  2. 25 July 2024: Revolut announced that it had received a UK banking licence with restrictions and entered the PRA’s mobilisation stage. The company said the period would let it complete its banking operations and that existing UK customers would see no immediate change. Revolut’s announcement

Why was the full launch reported as delayed?

October 2025 coverage said regulators were examining whether Revolut’s risk-management infrastructure could keep pace with its expanding international operations. The Irish Times reported that officials sought commitments to build infrastructure to match that expansion and described scrutiny of controls in Britain and internationally. The reports relied on people familiar with the discussions; the PRA declined to comment in the Irish Times article.

That distinction matters: the news reports describe an alleged supervisory concern, not a formal PRA statement that Revolut had failed a particular test. The Irish Times also described the PRA’s general remit in areas such as money-laundering controls, IT systems and bank capital. That background is not evidence that each was a specific deficiency identified at Revolut.

What Revolut said at the time

In a statement reported in October 2025, before the March 2026 approval, a Revolut spokesperson said the company was progressing through the final stages of mobilisation and working constructively with the PRA. The spokesperson described the process as a thorough review and said that, given Revolut’s global scale, the mobilisation was the largest and most complex undertaken in the UK. This was the company’s characterization of the process, not a regulator’s assessment.

What the March 2026 approval means for customers

Revolut said its UK bank could begin offering accounts to retail and business customers as a fully licensed bank, with eligible deposits protected by the Financial Services Compensation Scheme (FSCS). It cited 13 million UK customers on 11 March 2026 when announcing the launch.

The company described a gradual introduction of current accounts and phased migration of existing customers, with advance notice under its terms. It said customers’ app and cards would continue working during the transition. The announcement did not mean every existing customer moved to Revolut Bank UK Ltd on launch day.

Revolut said the launch “paves the way” for a wider range of services, including lending. That describes future scope; it does not establish that every such product was available at launch.

What the regulator’s register confirms—and what it does not

The PRA’s September 2026 list includes Revolut Bank UK Ltd, corroborating the change in regulatory status. The register does not independently verify the anonymous-source account of why the full launch took longer. The reported explanation should therefore remain attributed to the October 2025 coverage.

Customer counts also need their dates and sources attached: Revolut cited 13 million UK customers on 11 March 2026, while The Irish Times attributed a figure of 65 million customers across about 40 countries to Revolut on 14 October 2025. These figures describe different dates and are not a single current count; neither is a PRA customer statistic.
