Annuities can insure against outliving a portion of your savings, bonds can provide scheduled payments, and withdrawals preserve control—but each exposes you to different trade-offs in access, inflation, investment risk, and what may remain for heirs. No option is best for every retiree; the right comparison depends on the income you need, how much flexibility matters, and the terms and risks you can accept.
How the three approaches provide retirement income
| Approach | How income is produced | Access and potential legacy | Main uncertainty |
|---|---|---|---|
| Annuity | An insurer pays according to the contract; some payout choices continue for life. | Access to principal may be limited after payments begin; survivor and death-benefit choices affect what can pass to beneficiaries. | Contract terms, insurer claims-paying ability, and—in a fixed nominal payout—inflation. |
| Individual bonds or TIPS | Bonds may pay interest and return principal at maturity; TIPS adjust principal with CPI and pay interest every six months. | A bond or its proceeds may remain for heirs, but selling before maturity can produce a gain or loss. | Issuer performance, market prices before maturity, and inflation for fixed nominal payments. |
| Systematic withdrawals | You take planned distributions from an invested portfolio; withdrawals can include principal as well as investment returns. | You choose the amount and timing, and any remaining portfolio may pass to heirs. | Investment returns, inflation, spending decisions, and the possibility of exhausting the portfolio. |
These are different ways to manage uncertainty, not interchangeable products. An annuity transfers some longevity risk to an insurer in exchange for contract terms and potentially less access to principal. A bond’s maturity date can help schedule cash needs, but does not promise income for an unknown lifespan. Withdrawals leave assets under your control, while making the portfolio’s ability to support future spending your responsibility.

What an annuity can—and cannot—guarantee
Contract types and timing
An annuity is an insurance-company contract. You pay a lump sum or a series of premiums, and the insurer agrees to make payments immediately or later. An immediate annuity typically begins payments within one year after a single premium. A deferred annuity has an accumulation period before its payout phase. Investor.gov describes potential features such as tax-deferred growth, contractual income, and death benefits, but the features depend on the contract. See the SEC’s Annuities overview.

“Annuitization” means converting the contract value into an income stream under the contract’s payout terms. A lifetime option can continue payments for the annuitant’s life, helping address the risk of living longer than savings last. The exact payment and any survivor continuation depend on the selected terms. Some lifetime options stop at the annuitant’s death; other choices may provide payments to a surviving beneficiary, typically under different terms.

Deferred annuities are not all alike. Fixed, fixed indexed, registered index-linked, and variable contracts differ in how returns are determined, what limits or protections apply, what fees are charged, and whether losses are possible. Registered index-linked and variable annuities are securities registered with the SEC. The product label alone does not establish how much risk or flexibility a particular contract carries.
Access, fees, and insurer risk
Once income payments begin, a variable annuity owner generally cannot take the account value as a lump sum. Before that stage, withdrawing from some deferred contracts can trigger surrender charges, taxes, or contract adjustments, and may reduce benefits. Variable annuity fees and underlying investment expenses also reduce returns. Read the contract and prospectus for the specific schedule of charges, withdrawal rules, payout options, and protections; free-look periods and other rights vary by state. The SEC explains variable-annuity features and costs in its Variable Annuities guide.
A contractual guarantee is an obligation of the insurer, not a promise independent of the company’s ability to pay claims. Evaluate the insurer’s financial strength and claims-paying ability alongside the contract itself. A fixed nominal payment can also lose purchasing power over a long retirement if prices rise; whether and how a contract adjusts payments for inflation depends on its terms.

How bonds and bond funds differ
Individual bonds and maturity planning
A bond issuer borrows money and, subject to its performance, makes interest payments and repays principal at maturity. The coupon is the stated interest payment, not the same thing as the bond’s total return or the amount of inflation-adjusted spending power it provides. An investor who holds an individual bond to maturity may receive the promised principal if the issuer performs, but selling earlier means accepting the market price, which can be below the purchase price.
Interest rates and credit conditions affect that market price. A bond ladder—bonds with maturities spread across dates—can schedule expected principal repayments for future spending needs. It still requires decisions about which maturities to hold, how to reinvest proceeds, and how to meet spending beyond the ladder’s dates. A set of maturities cannot by itself ensure income for life.
TIPS and bond funds
Treasury Inflation-Protected Securities (TIPS) adjust principal with the Consumer Price Index and pay interest every six months. This CPI-linked principal adjustment can help address inflation exposure for the principal, but it does not make every outcome risk-free: the market price can fluctuate if you sell before maturity, and the timing and amount of your spending needs still matter. Treasury securities are issued by the U.S. Treasury on behalf of the federal government. Investor.gov’s bond FAQs describe bond types and risks.

A bond fund is not a personal ladder with a date when your original investment is due back. The fund holds a changing collection of securities and has no single maturity date tied to your investment. Its share value can rise or fall, including when it holds government bonds. Funds also face credit, interest-rate, and prepayment risks. The SEC outlines these distinctions in its Bond Funds and Income Funds glossary entry.

No current yield is stated here: yields change over time and depend on security type and maturity.
What systematic withdrawals require you to manage
Choosing a withdrawal rule
With a systematic withdrawal approach, you keep an invested portfolio and take distributions on a schedule. The withdrawn amount can come from interest, dividends, realized gains, or the sale of assets; it is not limited to the portfolio’s income. That makes the method flexible, but also means the balance can fall when withdrawals and investment losses outpace returns.

Two common rule shapes illustrate the spending trade-off. With a fixed percentage of the initial balance, then adjusted for inflation, spending may be steadier in real terms, but withdrawals can become a heavier burden on a declining portfolio. With a fixed percentage of the current balance, withdrawals adjust as the portfolio changes, which can reduce the risk of taking the same dollar amount after losses but can make annual spending fluctuate. Neither rule guarantees that savings last for life. The GAO’s 2011 report, Retirement Income: Ensuring Income throughout Retirement Requires Difficult Choices, surveys drawdown arrangements and shows that depletion outcomes depend on withdrawal rates and the order of returns; its historical examples are illustrations, not current guarantees or a household-specific rate recommendation: GAO-11-400.
Why the order of returns matters
Sequence-of-returns risk is the danger that weak investment returns early in retirement coincide with ongoing withdrawals. When the account is still large, withdrawals during a downturn can force more assets to be sold at depressed values. That leaves fewer assets available to participate in a later recovery. The same set of returns arriving in a different order can produce a different depletion outcome because withdrawals occur along the way.
The Society of Actuaries’ 2023 Primer on Retirement Income Strategy Design and Evaluation models how reordering returns can change the likelihood and timing of account exhaustion. Those results depend on the model assumptions and are not forecasts for a particular household: 2023 primer. Spending flexibility, portfolio performance, inflation, and the length of retirement all affect sustainability. No universal safe withdrawal percentage is established by these sources; a rule of thumb should not be treated as a guarantee.

How to compare the options for your own decision
Start with the retirement expenses and income sources that are actually relevant to your household, then identify which risks you want to keep and which you might transfer or reduce. This is a comparison framework, not an individualized allocation or product recommendation.
- Separate essential spending from flexible spending. Work out which expenses need a dependable cash flow and which could be adjusted if investments perform poorly or prices rise. This clarifies how much flexibility a plan needs.
- Set the importance of lifetime income. If the possibility of outliving assets is a central concern, examine whether a contract’s lifetime payout and survivor terms address it. If retaining access to principal is more important, account for that preference when comparing annuitization with other approaches.
- Decide what role bonds would play. Distinguish individual bonds from funds, and compare maturity dates with expected cash needs. Consider whether fixed nominal payments or CPI-adjusted principal better fit the spending risk you are trying to manage.
- Test withdrawals against adverse conditions. Consider how the plan would respond to poor early returns, higher inflation, or a need to reduce spending. A planned rate is an assumption to evaluate, not proof that a portfolio will last.
- Compare total terms, not a headline payment. For an annuity, examine fees, surrender provisions, inflation features, payout choices, and the insurer’s claims-paying ability. For bonds or funds, examine maturity or portfolio structure, credit and rate exposure, and transaction or fund expenses as applicable.
- Review taxes only in context. Tax outcomes depend on account type, jurisdiction, contract, and individual circumstances; the materials here do not establish a household’s tax result. Check applicable tax guidance or consult a qualified tax professional.
- Revisit the plan as circumstances change. Spending, health, investment results, inflation, and family priorities can change. A qualified financial professional can help evaluate the interaction of these factors and explain contract or investment terms.
Costs, guarantees, and legacy: what to verify
Projected income alone is not enough to compare these choices. For any specific product, verify the actual contract or prospectus rather than relying on a general description. A lifetime payment may involve restrictions on principal access or different survivor outcomes; a bond’s stated coupon does not remove price, credit, or inflation exposure; and a withdrawal plan does not guarantee a remaining balance.
- For an annuity: identify how payments are calculated, when they start, whether they adjust, what happens at death, what withdrawals are allowed, and which fees or adjustments apply. Confirm the issuing insurer’s claims-paying ability.
- For an individual bond: identify the issuer, maturity, coupon, and any relevant call terms; consider the effect of selling before maturity. For TIPS, understand the CPI-linked principal adjustment and the possibility of market-price fluctuation if sold.
- For a bond fund: identify its holdings and risks, and remember that fund shares have no investor-specific maturity date at which original principal is scheduled to be repaid.
- For withdrawals: identify the rule, how it changes after portfolio gains or losses, and what spending adjustments are possible if the balance falls.
What may pass to beneficiaries depends on the structure chosen and the balance remaining. Some lifetime annuity options cease at death, while other survivor or death-benefit provisions may continue payments or pay a benefit under contract terms. Bond holdings or a withdrawal portfolio may remain for heirs, but their value is not guaranteed and can be reduced by market losses or spending.
Current quotes and limits of comparison
Annuity payments and bond yields are time-sensitive and are not directly comparable without matching factors such as age, product, maturity, issuer, region, and contract terms. The official sources cited here do not provide comparable live quotes, so no current payout rate or Treasury yield is stated. For a real decision, obtain current terms for the specific annuity or security you are considering and compare them on the same assumptions, including access to funds, inflation treatment, fees, and beneficiary outcomes.
