The United States has notified Congress of a proposed $24.3 billion sale of 48 F-35 fighter jets to Saudi Arabia, but that is not evidence the deal is complete or that aircraft are on their way. A September 2026 New York Times report described separate concerns in U.S. intelligence reporting that China could gain access to sensitive F-35 technology in Saudi Arabia. The public notification lays out the administration’s defense and interoperability rationale; the underlying intelligence assessment was not available in the public sources reviewed.
What the proposed Saudi F-35 sale includes
The State Department delivered Congress a notification of a proposed foreign military sale on September 17, 2026. The Congressional Record published the notice on September 24. The proposed package includes:
- 48 F-35 Lightning II aircraft.
- 49 Pratt & Whitney F135-PW-100 engines: 48 for the aircraft and one spare.
- Related communications, cryptographic, electronic-warfare, software, maintenance, training and logistics items.
The notice estimates the package at $24.3 billion: $7.3 billion in major defense equipment and $17.0 billion in other items. These are estimates for the proposed package, not evidence of a completed purchase or delivery.
The notification identifies sensitive technology in the aircraft, including its low-observable airframe, engine, radar, mission computer and systems, electronic-warfare suite, sensors, technical data and software. It also identifies sensitive elements in operational flight and maintenance trainers.

What U.S. intelligence concerns have been reported
On September 17, 2026, The New York Times reported that internal U.S. intelligence reporting warned China might acquire or steal F-35 technology if the aircraft were sent to Saudi Arabia. The newspaper said a Defense Intelligence Agency assessment questioned whether U.S. and Saudi personnel could secure sites containing the technology. It also reported concerns about Chinese military personnel’s access to Saudi bases and Chinese technology used in Saudi telecommunications and defense installations.
The underlying DIA assessment was not available in the public sources reviewed. Its contents should therefore be understood as concerns described in the Times’ reporting, not as a publicly released intelligence finding that readers can independently examine.

- Paint and glue not included
The report also described the possibility of congressional opposition. Representative Raja Krishnamoorthi, a member of the House Intelligence Committee, argued against proceeding, saying the sale could put sensitive U.S. technology within reach of China. The State Department’s position, as quoted by the Times, was that defense sales and transfers are assessed under U.S. law and policy guidance, including consideration of protecting the U.S. military’s technological edge.
How the administration justifies the proposal
The State Department’s notification says the sale would improve Saudi Arabia’s deterrence and homeland defense and strengthen interoperability with U.S., regional and NATO forces. It also states: “The proposed sale of this equipment and support will not alter the military balance in the region.” These are the U.S. government’s rationale and assessment, not independently established predictions of what the sale would do.

The policy debate therefore involves more than the aircraft’s battlefield role. It also turns on whether the proposed security arrangements could protect sensitive technology, whether the stated defense and interoperability benefits outweigh the risks, and how lawmakers assess the proposal. The public notice supports the package details and the administration’s position; the technology-security concerns are described in the Times’ reporting.
Has the United States approved the deal, and when could aircraft arrive?
The public record described here establishes that the State Department notified Congress of a proposed sale. It does not establish that the sale is complete, that Saudi Arabia has received F-35s, or that aircraft are about to arrive. The notification reviewed gives no Saudi delivery date.

There is broader production context, but it is not a Saudi schedule. In July 2026, the Government Accountability Office reported that the F-35 program had yet to demonstrate completion of an evaluation of Lockheed Martin’s production capacity. GAO also described open recommendations concerning production tracking and development practices. Those program-wide findings do not determine when, or whether, Saudi aircraft would be delivered.

The United Arab Emirates’ earlier F-35 process is a relevant precedent, not a forecast for Saudi Arabia. The Congressional Research Service says the UAE process was put on hold over concerns related to a contract with Huawei; the UAE withdrew from purchase discussions in December 2021. That history shows technology-security concerns have affected an F-35 sale process before. It does not establish that the Saudi proposal will end the same way.
