Both averages slipped from the prior week, but they are survey benchmarks—not live June 19 quotes or guaranteed refinance offers for individual borrowers.
Freddie Mac’s latest weekly averages
Freddie Mac’s Primary Mortgage Market Survey (PMMS), released Wednesday, June 18, reported the following national averages:

The “slide down again” was modest but continued a three-reading run of weekly declines. Freddie Mac’s 30-year average went from 6.85% on June 5 to 6.84% on June 12 and 6.81% on June 18. Its 15-year average moved from 5.99% to 5.97% to 5.96% over the same dates. Freddie Mac Chief Economist Sam Khater said in the June 18 release: “Mortgage rates moved lower, with the average 30-year fixed rate reaching a four-week low.” Freddie Mac’s June 18 release and its PMMS archive provide the readings.
Why the figures are not personal refinance rates
PMMS focuses on conventional, conforming, fully amortizing home-purchase loans for borrowers with 20% down and excellent credit. That is a defined survey population, not a quote tailored to a refinance applicant. A lender’s offer can differ based on the borrower, property, loan amount, equity, credit profile, loan structure, points and fees, among other details. The June 18 benchmark therefore cannot by itself establish what a borrower would pay or whether refinancing would save money.

Other June figures use different measures
Several contemporaneous figures offer context, but they should not be read as competing versions of the same rate:
- FHFA monthly average: The Federal Housing Finance Agency reported an average 30-year mortgage rate of 6.82% for June 2025, unchanged from May. This is a monthly measure, unlike Freddie Mac’s June 18 weekly reading. FHFA also reported that cash-out refinances accounted for 61% of refinance share in June, up from 55% in May. - MBA weekly application survey: For the week ending June 13, 2025, the Mortgage Bankers Association reported that mortgage applications fell 2.6% from the previous week. Refinance applications made up 37.3% of total applications, up from 36.7%. Its average contract rate for conforming 30-year fixed loans was 6.84%, with 0.66 points including the origination fee. The MBA contract-rate figure is a separate survey measure and period from Freddie Mac’s PMMS average. See the MBA weekly survey.
How to judge whether refinancing could work for you
Compare borrower-specific written estimates rather than relying on a national average. Ask lenders to quote the same loan amount and term on the same day so the offers are meaningfully comparable. Review the full cost and structure, not only the interest rate:

- Loan Amortization and Remaining Balances
- Instant Principal, Interest, Interest Only and Total Payments
- Future Values
- Date math function
- Interest rate and annual percentage rate (APR)
- Points, lender fees and total closing costs
- Monthly payment and the new loan term
- Any cash-out amount, if applicable
- How long it would take potential savings to offset the costs
A lower payment can result from extending the repayment period, even when the total interest paid over time rises. Consider the costs alongside your current loan and how long you expect to keep the home and new mortgage. The published averages do not supply a universal break-even rule; the result depends on your own estimates and plans.
