The 2015 ruling for former Radio Corporation of America (RCA) workers in Taiwan was a landmark first-instance victory—but it was not the end of the case, and the award described at the time was far below what workers had sought. The dispute concerned decades-old occupational exposure and alleged contamination at RCA’s Taiwan facilities, not a defect in a consumer product. Later court and Trust accounts record further, distinct milestones in 2018, 2020 and 2022.
What happened to RCA workers in Taiwan?
RCA operated facilities in Taiwan from 1970 to 1992. Former workers’ claims focused on exposure to hazardous substances at work and alleged contamination connected with the plants. The National Museum of Taiwan History presents the case as part of women workers’ struggle for justice; its page reports that more than 1,000 workers became ill and more than 200 died. According to the RCA Workers’ Trust, former employees began organizing after reports of groundwater and soil contamination at former Taoyuan and Hsinchu sites emerged from 1998 onward. In 2004, the Original RCA Corporation Employees Caring Association filed a damages suit against RCA and other companies. The litigation that followed involved different groups of claimants and multiple court stages, so figures from separate decisions should not be added together as though they described one unduplicated group.
What did the court decide in 2015?
On April 17, 2015, the Taipei District Court issued the first-instance ruling covered by Alan Patterson’s EE Times article, “RCA Taiwan Workers’ Victory: Too Little, Too Late.” The district court’s release described 1,120 selected claimants and their requested damages. The EE Times account characterized the award as materially smaller than the amount sought. That was a first-instance result, not a final judgment, and the available account does not support treating its award as the total eventual recovery for all affected workers. The title’s tension comes from two different measures of a legal victory: workers had persuaded a court to recognize liability and award damages, but the result described in 2015 came after a long wait and fell well short of what plaintiffs had requested. Neither point alone describes what happened in the years that followed.

The 262-person Trust figure and the 1,112-claimant High Court decision refer to separate reported case milestones. They should not be combined without evidence that the claimant groups do not overlap. The Trust also says more than 1,400 victims were still litigating at the time of its retrospective; that is not a verified count of open cases today. The sources do not establish one comprehensive total for everyone affected or for all claims resolved as of 2026.

What did the 2022 High Court release say?
In its summary of the April 21, 2022 decision, the Taiwan High Court said RCA’s Taoyuan and Zhubei plants used hazardous chemicals including trichloroethylene; it said workers were not informed of the hazards or given protective measures, and that contaminated water was supplied for drinking and bathing. The court summary reported that RCA and related control companies bore responsibility for damages. These findings describe the plants and issues addressed in that proceeding; they should not be generalized to every facility, chemical or illness associated with the broader case.
The release says NT$1,667.4 million was awarded to 1,112 selected claimants. The selected groups included family members of claimants, workers with cancer or major illness, workers with other illnesses, and workers who did not fall into those categories. What support did the government provide apart from damages?
Court-ordered damages were separate from administrative assistance. The Taiwan Ministry of Labor reported legal assistance, occupational injury benefits, condolence payments and health examinations for affected workers. In its 2018 account of a health-examination follow-up program begun in 2015, the ministry reported 1,789 applications and 1,480 examinations. As a description of the 2015 first-instance result, the phrase captures the distance between the damages workers sought and the smaller award reported at the time, along with the decades between the start of RCA’s Taiwan operations and the litigation’s milestones. It is not a complete summary of the later record: the Trust reports a final favorable judgment for 262 victims in 2018 and compensation in 2020, while the High Court’s 2022 release describes a separate award to 1,112 selected claimants. Each figure belongs to its own proceeding or program.
