Punjab did not launch e-stamping for the first time in 2026. The province’s electronic stamp service has operated since 2016. The major change effective March 10, 2026 is a self-service process that lets users generate an e-stamp online, pay the assessed amount through approved government channels and print it on ordinary paper. The printed e-stamp is only the stamp-duty component of a transaction; it does not by itself complete a property registry, mutation, court filing or contract execution.
What changed on March 10, 2026?
The previous online process generally relied on authorized vendors, banks or designated counters to issue the yellow-coloured e-stamp paper. Under the redesigned process reported from March 10, citizens can complete more of the work themselves and print the paid e-stamp on plain paper. The change was reported as applying to e-stamps of any value, but the receiving court, office, institution or registration authority must still accept the document for its intended use (Dawn’s report on the March 2026 change).
“Plain paper” does not mean an informal document. The government record, payment reference, unique stamp number, QR code and verification result establish the e-stamp’s identity. Keep the payment receipt and verify the output before submitting it.
When did Punjab’s e-stamping programme begin?
The Punjab Information Technology Board developed and implemented the province’s e-stamping platform in 2016. PITB reported in January 2024 that the system had generated more than PKR 351 billion through over 18.3 million transactions since launch. Those figures are historical and are not a 2026 transaction total (PITB history and performance figures).

Who runs the service?
- Punjab Land Records Authority (PLRA): public-facing e-stamp information, portal guidance and verification facilities.
- PITB: technology platform development and implementation.
- Board of Revenue: stamp-duty administration and collection.
- Punjab Finance Department and ePay Punjab: PSID-based government payment gateway.
- Bank of Punjab and e-Khidmat Markaz: assisted payment or issuance channels, depending on the service arrangement.
Start with the official PLRA e-stamp information page and its linked services, rather than a private vendor website.
What documents can use e-stamping?
Punjab distinguishes between:
- Judicial stamp papers: documents connected with court or judicial matters.
- Non-judicial stamp papers: instruments such as property-sale documents, leases, commercial agreements, affidavits, powers of attorney and partnership deeds.
PLRA and Punjab government material list property transactions, sale deeds, partnership deeds, leases, affidavits and powers of attorney among supported categories. The required stamp value, wording, signatures, witnesses and filing steps depend on the document and the authority receiving it (PLRA e-stamp information; Inspectorate of Treasuries and Accounts explanation).
Official links and account requirements
Use the Punjab e-stamp citizen portal to create or manage a challan. The official citizen guide covers the current field sequence and portal functions.
The PLRA FAQ says an account is not required to generate, print and pay a Challan 32-A directly through the e-stamping process. ePay Punjab may have its own registration or login flow for payment services and transaction history, so do not confuse an optional ePay account with the PLRA portal requirement (ePay login; ePay Punjab).

How to generate and pay an e-stamp
- Open the official portal. Go to the PLRA e-stamp citizen portal or the information page linked above. Avoid search-result advertisements and unofficial “e-stamp” sites.
- Select “Generate Challan 32-A.” Accept the disclaimer and complete the form. Labels can change, so use the current PLRA guide if a field appears different.
- Enter the transaction details carefully. Depending on the instrument, the form may request applicant and purchaser information, CNIC details, party names, transaction type, property location, land or covered area, residential or commercial status and transaction value. PITB says these transaction and property inputs help calculate the applicable amount (PITB e-stamping overview).
- Review the calculation. The amount can include stamp duty and, where applicable, Capital Value Tax, registration, comparison or mutation charges, and deficiency or penalty amounts. The result depends on the document, location, valuation and current law; there is no single universal rate. PLRA explains that DC valuation is used as a basis for stamp duty, registration fees and other government charges (PLRA DC valuation information).
- Generate and save Challan Form 32-A. Record the reference number, amount and applicant information before leaving the page. Reprint options are available in the portal where applicable.
- Pay using the PSID. ePay Punjab issues a 17-digit Payment Slip ID (PSID). Depending on the channel, payment is available through mobile or internet banking, ATM, mobile-wallet or telecom-agent channels and over-the-counter bank payment. ePay’s e-stamping guide identifies judicial, non-judicial, CVT, registration and comparison fees among the supported charges (ePay user guides; e-stamping payment guide).
- Print the paid e-stamp. Under the March 2026 process, print the system-generated document on ordinary paper. Retain the digital file, challan and payment receipt.
How to verify an e-stamp
PLRA says an e-stamp carries a unique stamp number and QR code. Scan the QR code or use the official web verification facility with the stamp number. Check all displayed details before handing over the document:
- stamp number and QR verification result;
- names and CNIC details shown for the parties;
- paid amount and transaction type;
- property or instrument details;
- whether the stamp is unused, valid and not already marked as utilized.
PITB describes database marking as a control against reuse, but verification remains the reader’s responsibility (PLRA verification information; PITB system overview).
What e-stamping does not complete
An e-stamp records payment of applicable government charges. It does not automatically transfer ownership or register a deed. A property transaction may still require deed preparation, legal review, biometric or identity checks, appearance before a sub-registrar, registry, mutation (intiqal), land-record verification and submission of the executed document. PLRA describes those registry steps separately at its registry information page.
Overseas Pakistanis should not assume every step can be completed remotely. Power-of-attorney, embassy, biometric and registration requirements vary by transaction.

Stamp-duty calculation, valuation and deficiencies
The portal’s calculation is based on the information entered and the applicable valuation and rules. It is not permission to understate a transaction value. If a sub-registrar or other competent authority determines that insufficient duty was paid, the authority can require an additional amount. Valuation disputes remain subject to stamp law (Inspectorate guidance on deficiencies).
Self-service versus assisted channels

The March report described the former vendor-based yellow-paper process as being phased out, but PLRA still lists Bank of Punjab counters and e-Khidmat Markaz as assisted options. Self-service therefore reduces dependence on vendors; it does not prove that every physical assistance point has closed (e-Khidmat Markaz).
Common failures and recovery steps

PLRA lists support at (042) 111-22-22-77, Monday through Saturday, 8:00 a.m. to 5:00 p.m. Do not assume a failed payment will reverse automatically or that a refund has a fixed timetable.

Can I print an e-stamp on ordinary paper?
Yes, the March 2026 process allows the paid, system-generated e-stamp to be printed on plain paper. Verify it through the official QR or stamp-number facility.
What is Challan 32-A?
It is the government challan generated by the PLRA e-stamp portal, showing the reference, amount and applicant information used for payment.
What is a PSID?
A PSID is ePay Punjab’s 17-digit Payment Slip ID. Use it to pay and check the status of the generated government charge.
Can an e-stamp replace a registered property deed?
No. It covers stamp duty and related charges. Registry, mutation, identity checks and other land-record or registration steps may still be required.

What if the authority says I paid insufficient duty?
A competent authority can require additional payment where the legal valuation or applicable duty differs from the initial calculation. Seek guidance before submitting a disputed document.
What if I do not have a printer or digital payment access?
Ask about a Bank of Punjab e-stamp counter or e-Khidmat Markaz. These assisted channels remain listed by PLRA.
The Bottom Line
Punjab’s 2026 change is a redesign that makes e-stamping more self-service, not the province’s first online stamp system. Generate the correct Challan 32-A on the official PLRA portal, pay its PSID through an approved channel, print the resulting e-stamp, verify every detail and complete any separate registry, court or land-record requirements.
