What the September 2025 reports said
On August 20, 2025, ProPakistani reported an Excise announcement that vehicle registration and transfer fees would increase effective September 1. The report also described a planned digital-registration system under which a plate number would be linked to its owner’s CNIC: a seller could retain the existing number, while a buyer would receive a new number. It said unused numbers could be reserved for up to two years and late registration could incur additional charges. These details were reported by the news outlet; the underlying notification is not available in the sources cited here. ProPakistani’s August 20 report
Dawn also reported on August 20 that an Excise spokesperson advised owners to transfer vehicles promptly ahead of an additional transfer fee from September 1. It described sellers retaining registration numbers and buyers receiving new ones, with unused numbers reservable for up to two years. Dawn reported this in paraphrase, not as a verbatim quotation. A later report described different effective timing
On September 12, 2025, The Express Tribune reported that a Gazette notification had increased transfer and late-registration fees with immediate effect. The report therefore presents a later effective date than the August announcement. Reported September transfer charges
The September 12, 2025 Express Tribune report gave the following transfer charges. These are secondary reported figures, not a verified current legal schedule; confirm the Gazette and the official payment assessment before relying on them.

The same report described late-registration fines rising from PKR 2,000 for a delay of up to one month to PKR 15,000 for six months or more. Those amounts are also reported figures and should be checked against the Gazette before being treated as applicable to a particular transaction.

Why Punjab Excise’s published transfer rates do not match
Punjab Excise’s accessible pages list different transfer rates. The Motor Vehicle Tax page lists higher amounts than the separate registration and post-registration transaction page. Both are official pages, but the Motor Vehicle Tax page includes historical tax labels and is not a clearly date-stamped consolidated notification. Their difference means neither page alone establishes the amount payable today.

These are transfer rates as displayed on the respective pages, not a combined estimate of all taxes, penalties, or transaction costs. Check the payable amount before completing a transfer
- Check the current official assessment. Use the current Punjab Excise or ePay Punjab payment channel for the specific vehicle and transaction. The ePay search result describes payment of the transfer fee during transfer, but the service page was not accessible in the sources cited here. Do not calculate a final bill from either conflicting published table alone.
- Confirm the applicable notification. If the assessed amount differs from a published page or a reported schedule, ask the relevant Excise office which notification and effective date apply. The primary Gazette text for the September 2025 changes was not available in the cited sources.
- Assemble the transfer documents. Punjab Excise lists a prescribed Transfer Order form, copies of seller and purchaser CNICs, witness copies, the original registration certificate with token tax paid up to date, and, where applicable under the File Return Scheme, the original registration file. The prescribed application is also required.
- Complete payment and retain proof. Pay through the official channel shown for the transaction and keep the receipt and submitted paperwork for your records.
For a new locally manufactured vehicle, the official process page lists Form-F, owner identity documents, the original sales certificate and invoice, and payment of the registration fee, number-plate fee, and applicable taxes. Imported vehicles require Form-F and owner identity documents as well as customs import permission, customs duty and tax documents, and other sale or shipping documents as relevant. Registration fees are not the same as transfer fees
A new registration, an ownership transfer, and a late-registration penalty are different transaction types. The Motor Vehicle Tax page lists new-registration charges, including percentage-based rates for most cars and fixed charges for motorcycles according to engine capacity. The amount for a particular vehicle depends on its category and applicable taxes; do not assume that a reported transfer fee covers registration or other charges.

The same page lists 95% exemptions for electric-vehicle registration fee and motor-vehicle tax, but its relevant section does not establish whether that exemption remains current after later measures. Associated Press of Pakistan reported on June 17, 2026 that the Punjab Finance Bill 2026–27 proposed higher motor-vehicle transfer fees and aligning hire-purchase agreement fees with transfer fees, except for motorcycles and motor cars below 1,000cc. What sellers should know about plate numbers
The August 2025 news reports described a proposed digital system that would link a registration number to an owner’s CNIC, allow a seller to retain the existing number, and issue a new number to the buyer. They also reported a process for reserving an unused number and advised sellers to report a sale if the buyer had not transferred the vehicle. These are reported policy details; verify the current process directly with Punjab Excise before relying on them. ProPakistani reported that sellers could contact helpline 1035 to report a sale and request suspension of registration.
