Preston North End has moved from early discussions with interested parties in January 2026 to active negotiations with offer-makers, according to chairman Ian Penrose’s August 14 update. The club has not named those parties, and no confirmed sale has been announced. Amr Zedan, whom the club said it spoke with in January, has not been confirmed as an August offer-maker or buyer.
What changed in the takeover process?
The key development is a change in the stage of talks, not a confirmed change of ownership. In January, the club described early discussions with multiple prospective investors. On August 14, chairman Ian Penrose said the process had advanced to active negotiations with parties making offers on terms acceptable to the Hemmings family. The club did not disclose who made those offers, citing legal constraints on further comment.

Is Amr Zedan part of the later offer?
That has not been established publicly. In January, Penrose confirmed discussions with Zedan but described him as one of several people or organisations that had made enquiries. The August update did not name its offer-makers. September reporting floated a possible link to Zedan but did not confirm it, so it is not evidence that he is leading or participating in the later offer.
The reporting also does not establish that the offer-makers form a US consortium. The supported description is that Zedan, a US-born Saudi businessman, was among those who enquired in January—not that a particular consortium has been identified as the buyer.

Have Preston North End been sold?
No completed sale is established by the available public reporting. Active negotiations and offers on acceptable terms are steps in a possible transaction; they do not show that the parties have signed and completed a sale or that control has changed.

Does the football regulator’s Preston decision relate to the takeover?
