Prepaid Cards: Are They Safer for Shopping Online?

Prepaid cards can create a spending boundary for online purchases, but they are not automatically safer. Understand account registration, fees, acceptance and purchase-dispute protections before paying.

A prepaid card can limit how much money is directly exposed through a payment credential: you load funds first, and purchases generally draw on that balance rather than directly from a checking account. That can be a useful spending boundary, but it does not make every prepaid card safer or guarantee a refund if something goes wrong. The protections depend on the account type, registration, issuer terms and applicable U.S. rules. For online purchases where delivery or product quality matters, a credit card may offer stronger purchase-dispute rights.

What a prepaid card does—and what it does not do

A prepaid card is generally funded before you spend. Many reloadable cards let you add money and use the account repeatedly; purchases are usually limited to the available balance. Some products may include overdraft or credit features, so check the terms rather than assuming there can never be spending beyond the amount loaded. The Consumer Financial Protection Bureau (CFPB) explains the differences among prepaid, debit and credit cards in its card comparison guide.

Because a typical prepaid account is not linked to a checking account, using it can reduce the amount directly exposed through the payment credential if that card is compromised. It does not prevent a merchant data breach, stop a scammer from persuading you to pay, or guarantee that disputed funds will be returned. A prepaid purchase can still put the loaded money at risk.

Which kind of prepaid card are you considering?

Reloadable prepaid account

A general-purpose reloadable (GPR) prepaid card can be funded and used repeatedly. Its protections and fees depend on the account and issuer. Before loading a meaningful amount, check how to register it and what the cardholder agreement says about unauthorized transactions and errors.

Open-loop and closed-loop cards

An open-loop card carries a payment-network logo and may be used where that network is accepted, subject to issuer and merchant terms. A closed-loop card is limited to a particular store, group of stores or system, such as transit. A network logo does not mean that every online merchant will accept a card or that all cards with that logo have identical protections.

Gift, payroll and government-benefit cards

A gift card is not the same product as a reloadable prepaid account, even when it carries a network logo. The CFPB says gift cards typically are not covered by the protections in its 2019 prepaid rule. Payroll and certain government-benefit cards are prepaid account types with their own context; do not treat them as equivalent to retail gift cards. How protections differ from credit cards

Under U.S. federal rules, certain registered prepaid accounts, payroll cards and government-benefit cards have error-resolution rights for unauthorized transactions. Registration can provide additional protections. The applicable coverage depends on the account and rules; it is not a promise that every loss will be reimbursed. Review the agreement and contact the issuer promptly if the card is lost or you spot an unauthorized transaction. The CFPB’s overview of the prepaid account rule sets out the regulatory framework.

Credit cards offer a different kind of protection for purchase problems. The Federal Trade Commission (FTC) describes credit-card dispute rights for many issues, including duplicate or incorrect charges, goods that never arrive, and goods that are wrong or damaged. A prepaid card spends loaded funds and does not automatically provide equivalent purchase-dispute rights. The FTC’s comparison of payment-card types explains the trade-offs.

Credit cards use a credit line, so purchases are not directly debited from a checking account, but borrowing can mean interest and other fees. A prepaid card avoids borrowing for ordinary purchases, but fees can reduce the value of the funds you load.

Check fees and online acceptance

Prepaid-card fees vary. Possible charges include monthly maintenance, purchases, ATM withdrawals, cash reloads, customer service, inactivity, foreign transactions and replacement. A particular card may charge only some of these, or none for a given transaction. Read the fee disclosures and compare the charges that match your likely use—especially loading funds, online purchases, foreign-currency transactions and replacing a lost card.

Before checking out, confirm that the card is open-loop if you need broad merchant acceptance, then check both the issuer’s online-use terms and the merchant’s accepted payment types. A logo alone cannot confirm acceptance or protections.

A practical checklist for using one online

  1. Identify the product. Confirm whether it is a reloadable prepaid account or a gift card; those categories do not necessarily have the same protections.
  2. Check registration and coverage. Find out what registration is required and which unauthorized-transaction and error-resolution protections apply before loading substantial funds.
  3. Read the fee disclosures. Compare the short- and long-form disclosures against your expected purchases, loading method, inactivity risk, foreign transactions and replacement needs.
  4. Confirm acceptance. Check whether the card is open-loop and whether both the issuer and the online merchant permit the intended use.
  5. Keep the issuer’s contact information handy. Report a lost card or unauthorized charge promptly and follow the agreement’s reporting instructions.
  6. Consider the purchase risk. For an expensive item or a purchase where non-delivery, returns or product condition are a concern, compare the credit-card dispute options before choosing how to pay.
  7. Treat gift-card payment demands as a warning. Do not buy or disclose a gift card because a caller or online stranger demands it. The FTC advises buying from trusted sellers, checking for tampering and keeping the receipt in its gift-card scam guidance.

Why prepaid cards are not simply a fad—or a safety guarantee

The CFPB’s prepaid protections took effect on April 1, 2019, according to the Bureau’s announcement about the rule. In that 2016 announcement, then-CFPB Director Richard Cordray said, “This rule closes loopholes and protects prepaid consumers when they swipe their card, shop online, or scan their smartphone.” That statement described the rule’s purpose; it should not be read as a promise that every current prepaid product has identical coverage or prevents every loss. The federal guidance establishes product categories and protections, but it does not by itself show whether prepaid-card use is rising or falling, or whether these cards produce fewer online fraud losses than other payment methods.
