Pakistan’s Public Procurement Regulatory Authority (PPRA) has rejected a reported allegation about the integrity of its Electronic Pakistan Acquisition and Disposal System (EPADS). The available account records PPRA’s assurances, but does not identify the original allegation or include the audit documentation needed to independently assess the system’s security.
What did PPRA say about the EPADS allegation?
In a report published on April 7, with no year stated in the visible article text, the Associated Press of Pakistan (APP) said PPRA “categorically rejected” an allegation about EPADS integrity. APP described the allegation only as a statement that had appeared in “a section of the press”; it did not identify the publication, explain the alleged incident or provide supporting evidence. APP’s report attributes the response to an unnamed PPRA spokesperson.
According to APP, the spokesperson said EPADS follows international protocols and standards for safe custody and data protection, was developed with World Bank technical support, and had been security-audited by international technical experts. PPRA also characterized the platform as having a “complete audit trail and secure documentation.” These are the Authority’s statements, not findings readers can verify from the report: it does not reproduce an audit, name the auditors, or state the audit’s date, scope, method or conclusions.
What can and cannot be concluded from the public account?
The response establishes PPRA’s position that it rejects the allegation and says the platform has security and audit safeguards. It does not, on its own, establish that the allegation was disproved or that EPADS has been independently verified as secure. The public account leaves key questions unanswered: what exactly was alleged, what evidence prompted it, and what did the cited security audit examine?

PPRA invited anyone with evidence of malpractice to submit it formally to the Authority. APP quoted the spokesperson as saying: “Any stakeholder having genuine evidence of malpractice is encouraged to formally submit it to the Authority.” That invitation describes a reporting route; it is not itself an investigation outcome or an independent review.
How EPADS fits into PPRA’s procurement reforms
EPADS is a government procurement platform, not a consumer finance service. PPRA’s July 2, 2026 announcement describes EPADS 2.0 as an end-to-end procurement and contract-management platform that includes supplier registration, beneficial ownership verification, e-invoicing, digital payments, electronic bid submission, system-based bid evaluation, inter-agency integrations, oversight dashboards and commitment accounting. PPRA said the federal rollout began on February 15, 2026.

The Authority’s announcements provide changing, dated snapshots rather than one consistent cumulative count. In its May 20, 2026 announcement, PPRA reported around 1,660 federal procuring agencies and 15,300 vendors registered on EPADS 2.0, and acknowledged that some agencies faced operational difficulties, mainly from capacity constraints. It described free online training. By July 2, PPRA reported 1,824 agencies and 18,909 vendors registered, with about 7,000 procurements completed since February. These figures are PPRA-reported platform activity, not independent evidence about security.
For a broader measure of procurement activity, PPRA’s January 16, 2026 reform announcement reported 526,271 transactions worth Rs. 1,408.58 billion in FY 2024–25, alongside 9,846 registered procuring agencies and 43,000 suppliers, including 600 foreign vendors. Its July 2 announcement separately said EPADS 1.0 processed over Rs. 1.4 trillion in FY 2024–25 and reported more than 10,000 public-sector agencies and 51,000 suppliers registered. Because the Authority published different registration totals in these announcements, each should be read with its own date and source rather than combined or treated as a reconciled count.

PPRA’s July announcement also attributed PKR 20.52 billion in procurement administrative-cost savings in FY 2024–25 to efficiency and lower costs of doing business. It separately said four procurements saved PKR 1.86 billion in contract costs compared with manual processes. These are PPRA’s reported savings claims; the announcement does not make them independent audit findings. PPRA’s announcements page contains the Authority’s rollout and performance statements.

An internal audit trail can help record activity in a system; publication requirements let the public inspect specified procurement information; grievance procedures give aggrieved bidders a route to challenge procurement decisions. One mechanism does not substitute for the others, and none by itself proves or disproves a system-security allegation.

PPRA says procuring agencies must publish procurement publications and evaluation reports on EPMS under Rule 12 of the 2004 rules, and clarifies that EPADS is not a substitute for EPMS. Its current rules page describes evaluation-report publication on EPADS and the Authority’s website and provides grievance routes for aggrieved bidders. For official communications, PPRA’s May 14, 2026 advisory says its communications are issued through the @ppra.gov.pk domain and warns stakeholders about messages from unofficial domains. The Authority’s announcements page is the appropriate starting point for its published communications.
