The Information Commissioner’s Office (ICO) reprimanded the Post Office after an unredacted legal settlement document containing personal information about 502 people was published on its website. The regulator considered a penalty of up to £1.094 million but issued no fine, saying the breach did not meet its threshold for “egregious” public-sector conduct.
What was published, and whose details were exposed?
An unredacted Group Litigation Order settlement deed connected with Horizon litigation was uploaded to a Horizon-related page on the Post Office’s corporate website. It contained the names, home addresses and postmaster status of 502 people involved in the litigation. The confirmed information was personal identifying information; the ICO’s account does not say that passwords, payment-card details or banking credentials were exposed.
The affected people were postmasters associated with the Horizon scandal, not an unrelated group of customers. The ICO noted that they had already endured hardship and distress connected with the scandal. The ICO’s announcement describes the disclosure as entirely preventable.
How long was the document online?
The ICO’s published decision gives the availability period as 25 April to 19 June 2024. An external law firm alerted the Post Office, which became aware of the breach on 19 June and removed the document from its website. The Post Office’s own breach notice also describes the mistaken publication and its discovery.

The decision explains that an earlier internal account gave 19 April as the start date; the Post Office later clarified that the correct date was 25 April. The document was therefore available for almost eight weeks. The Post Office also contacted search engines and archives to request removal of cached copies, but that does not establish that every copy was removed.
Was this really a botched website upgrade?
That wording suggests a failed software upgrade, but the ICO’s account describes routine updates to the Horizon webpage and the upload of an unredacted document. It identifies a document-publication and governance failure; it does not establish that a software upgrade failed or that an attacker hacked the site. The more accurate description is an accidental publication that resulted in an unauthorised disclosure of personal data.

What did the ICO say went wrong?
The regulator found shortcomings in the Post Office’s technical and organisational safeguards. Its published decision identifies failures including:
- no sufficiently documented policies for publishing documents on the corporate website;
- inadequate quality-assurance processes;
- insufficient staff training; and
- no specific guidance on information sensitivity and publishing practices.
Those findings make this more than a matter of one person selecting the wrong file: the safeguards were not adequate to prevent the disclosure or catch it before the document remained online.

Why was a fine of up to £1.094 million considered, but not imposed?
The ICO initially considered a monetary penalty of up to £1.094 million. That was a maximum penalty considered during enforcement, not a fine already imposed, a liability award or an amount the Post Office later had cancelled.
The ICO ultimately said the infringements did not reach the “egregious” threshold under its approach to public-sector enforcement. That approach gives priority to measures such as engagement, warnings, reprimands and enforcement notices, with fines reserved for the most serious public-sector cases. The regulator’s decision therefore reflects its enforcement policy; it is not a finding that the disclosure was harmless or acceptable.

What does a reprimand mean?
A reprimand is a formal statement of regulatory criticism that records data-protection failings. It is not a financial penalty and does not itself compensate the people affected. In this case, the reprimand sits alongside the ICO’s findings about the Post Office’s inadequate safeguards; it should not be confused with a fine or with payments made by the company.

The ICO said the Post Office offered compensation to those named in the deed and that payments had been made to the majority by the time of its announcement. It also offered identity-protection services, including 24 months of fraud monitoring and dark-web surveillance. The published account does not establish that every person received the same payment or that all individual cases were complete.

The Post Office also contacted search engines and archives to request removal of cached copies and established an emergency working group to review the incident and strengthen internal controls. These steps are mitigation and remedial action, distinct from the ICO’s regulatory enforcement. The published material does not establish how many people downloaded the document, whether it was copied elsewhere, who approved its publication, or whether new controls have since been independently tested.
