Prime Minister Narendra Modi marked a decade since UPI’s public rollout on August 25, 2026, calling its scale and reach a source of national pride and inviting people to share how it has affected their daily lives. Government figures put UPI at more than 24,162 crore transactions worth about ₹314 lakh crore in FY 2025–26—but those totals describe different things from how often people use UPI for small merchant purchases or larger person-to-person transfers.
What Modi said about UPI’s anniversary
In a post reproduced by the Prime Minister’s Office, Modi wrote: “A decade ago, UPI was rolled out, marking a major turning point in India’s digital payments journey.” He also said: “The sheer scale and reach of UPI are something every Indian must be proud of.” The PMO said he invited citizens to describe how UPI had affected their daily lives. These are Modi’s assessments and campaign wording, not independently measured conclusions about how every Indian feels.

The August 25 anniversary refers to the public rollout date identified in the Ministry of Finance’s August 24, 2026 release. A separate PIB backgrounder dated April 30, 2026 gives April 11, 2016 as UPI’s launch date. The cited official sources do not explain the difference, so the two dates should not be treated as reconciled.
How much UPI grew in its first decade
The Ministry of Finance’s August 2026 release compares fiscal years, not calendar years. It reports that UPI transactions rose from 1.78 crore in FY 2016–17 to more than 24,162 crore in FY 2025–26, a volume increase the ministry describes as almost 13,000-fold. Transaction value grew from ₹0.07 lakh crore to approximately ₹314 lakh crore over those same fiscal years.

All comparisons in this table are from the Ministry of Finance’s August 24, 2026 release and use its fiscal-year labels. Volume counts transactions; value measures the rupee amount moved. One is not a substitute for the other, and neither is a count of individual users.
What the totals reveal about everyday use
A PIB backgrounder published April 30, 2026 provides a different set of measures and periods. It reports 24,161.69 crore annual transactions and ₹314 lakh crore in annual value, along with year-over-year growth of 30.0% in volume and 20.59% in value. It also reports a record monthly volume of 2,264 crore transactions in March 2026. These annual and monthly figures should not be confused with the fiscal-year comparisons above.

Frequent payments and larger transfers
The same backgrounder says person-to-merchant (P2M) payments represented 63% of UPI transaction volume in H1 2025, while person-to-person (P2P) transfers represented 71% of transaction value. The figures use different measures: merchant payments were the larger share by transaction count, while person-to-person transfers were the larger share by rupee value. They are not a like-for-like split of one total.

This helps explain how a high transaction count can reflect frequent, relatively small payments. It does not mean that 86% of all UPI transactions, or 86% of UPI’s total value, was below ₹500.

Payment acceptance infrastructure
Merchant acceptance depends on more than the payment app a customer uses. The Department of Financial Services’ Annual Report 2024–25 lists 3,759,557 soundbox devices among payment acceptance devices deployed under the Payment Infrastructure Development Fund (PIDF) as of November 30, 2024. Soundboxes are one example of infrastructure that can alert a merchant to a payment; the reported deployment total does not establish compatibility with any particular app or bank.

International reach is reported differently across the official sources. The April 2026 PIB backgrounder says UPI was accepted in eight countries. In his 2026 Global Fintech Fest address, Modi said UPI was live in 11 countries, cited the India–Singapore connection as an existing example, and called for linking more countries’ payment systems. The sources do not define these counts on the same basis or provide directly comparable measurement dates.

Acceptance in a country is not necessarily the same as a bilateral link between national payment systems. Modi described expanding those links as a goal; the country counts alone do not show that every place where UPI is accepted has such a connection.

How to read the milestone without mixing measures
- Check the period: FY 2025–26 is a fiscal-year total, while March 2026 is a single month and H1 2025 is a half-year period.
- Separate volume from value: transaction count indicates frequency; transaction value indicates the amount moved.
- Keep payment types distinct: P2M and P2P shares can look different when measured by count rather than rupee value.
- Attribute international counts: the eight-country figure belongs to the April PIB backgrounder; the 11-country figure is Modi’s later speech claim.
