PDD Holdings, the company then known as Pinduoduo Inc., launched Temu in the United States in September 2022. Temu was a separate online marketplace under the same corporate group as China’s Pinduoduo—not simply a U.S. section of the Pinduoduo app. Its low-price, broad-assortment pitch made it a potential rival for some of Amazon’s shoppers, especially buyers of inexpensive general merchandise. But that did not make Temu a substitute for Amazon’s far larger retail, delivery and services ecosystem.
What launched in the United States?
Temu entered the U.S. market in September 2022. PDD’s corporate filing says the marketplace was founded in Boston and describes it as connecting consumers with merchants, manufacturers and brands. At launch, Temu promoted a wide selection of affordable goods. Company launch materials described roughly 15 categories, including clothing and pet supplies, and emphasized access to global brands and suppliers. Why Temu attracted attention
PDD was bringing an existing marketplace operator’s supplier relationships and experience into a new geography. In launch materials, Temu said it would draw on PDD’s network of manufacturers and logistics partners to offer low prices. That made the entry commercially notable: it was not just a new U.S. storefront, but an attempt to connect shoppers with a broad supply base through a marketplace model. How low prices can be achieved
Low prices can reflect several factors at once: manufacturer or supplier access, less-established brands, promotional discounts, high order volumes, cross-border fulfillment and a marketplace structure that does not resemble a conventional retailer holding all the inventory itself. A low sticker price is not proof that a product is the same as a branded alternative, nor that the price advantage will persist. Seller, item, fulfillment arrangement and promotion all matter.

How Temu’s launch model compared with Amazon’s
The comparison is most useful when confined to their overlap: online marketplaces, broad product discovery and competition for consumer spending. It is misleading if it implies the two platforms offered the same range of services or had comparable U.S. infrastructure in 2022.

In practical terms, Temu could challenge Amazon for some purchases of inexpensive, often unbranded general merchandise. Matching Amazon across delivery expectations, established seller and brand relationships, customer trust and its wider business services was a much larger task. PDD itself cautioned in its 2022 filing that Temu had a short operating history and might need substantial resources; it also warned that the marketplace might not attract or retain users and merchants as expected. What the marketplace model means for shoppers and sellers
For shoppers
A marketplace listing is not the same as a retailer independently sourcing and stocking every item. Product, seller and fulfillment details can vary. A low price may be attractive for a low-stakes purchase, but it should be weighed against quality, delivery, returns and the cost of replacing an item that does not meet expectations.
- Check recent reviews and the listing’s measurements, materials, specifications and compatibility rather than relying on a product photo or star average.
- Do not assume a product is officially licensed because its listing resembles a familiar brand.
- Use extra care for electronics, children’s products, cosmetics, safety equipment and items making health claims, where faults or misleading specifications can matter more.
- Save the listing and order details, and use a payment method with dispute protections if you are uncertain about the purchase.
For sellers
A marketplace can provide another route to price-sensitive consumers, but it also puts merchants in a competitive environment where price, fulfillment and customer service affect the sale. Cross-border operations and product rules can add complexity. Current seller eligibility, fees and operating terms vary and should be checked directly with the platform; they are not established by the launch-era announcements cited here.

What could limit the Amazon challenge?
Temu’s competitive case depended on more than attracting clicks with discounts. The central tests were whether low prices could be sustained, shoppers would return without unusually strong promotions, merchants could earn viable margins, and the platform could provide dependable fulfillment and trust at scale. Regulation and customs rules also affect cross-border marketplace economics, so no single sourcing or import factor explains all price differences.
PDD’s filings identify risks that are material to that model, including privacy and data security, consumer protection, product liability, payments, advertising and pricing practices, intellectual property, counterfeit or illegal goods, seller and product information, and differing import, export and other regulations across markets. What happened after the U.S. launch?
The marketplace expanded beyond North America after its U.S. entry: PDD’s 2025 annual report says Temu entered Oceania in March 2023 and Europe in April 2023, followed by other regions. The report describes service to consumers in markets including the United States, Japan, Germany, the United Kingdom, France, Canada and Italy. This later expansion shows the scale of the company’s international ambition; it does not change what could be concluded about Temu’s competitive position at launch. Regulatory scrutiny also became part of the story. In September 2025, the FTC announced that Whaleco, the entity operating Temu in the United States, would pay a $2 million civil penalty and meet compliance requirements to resolve alleged violations of the INFORM Consumers Act, concerning seller information and tools for reporting suspicious activity. The action was a resolution of allegations; it should not be described as an adjudicated admission of every allegation. FTC announcement

Was Temu really expected to compete with Amazon?
Yes, as a launch-era competitive thesis—especially over low-priced general merchandise, mobile product discovery and shoppers willing to trade some convenience for savings. No, if “compete with Amazon” is taken to mean matching Amazon’s entire retail and services ecosystem or replacing it. Temu’s launch made it a credible new price-led marketplace; whether that could become a durable challenge depended on execution, customer retention, seller economics, fulfillment and compliance, not on low prices alone.
