Do not rely on a logo or the casino’s own licensing claim. PAGCOR’s current listings and eligibility rules can change, and a license is not a promise of winnings or a particular outcome if you have a dispute.
How to check whether an online casino is licensed
- Open PAGCOR Guarantee. Use the official verification facility rather than a link or screenshot supplied only by the casino.
- Search the exact brand and domain. Check the website address you plan to use, not just a similar name, logo, or app listing. A different domain may not be covered by a listing for another address.
- Cross-check PAGCOR’s licensing information. PAGCOR’s Electronic Gaming Licensing Department page describes the regulated categories and links to registered brands and domain names and gaming venue licensees. Compare the precise service and domain with the current official information.
- Stop if you cannot verify it. Do not deposit or share financial details while authorization is unclear. A provider’s claim that it is licensed is not independent confirmation.
The Philippine Information Agency reported on August 25, 2026, that PAGCOR Guarantee launched in 2025 as a public facility for checking whether a provider is licensed. That report also said a new PAGCOR app was planned before the end of 2026; it did not confirm that the app had launched. Use the live verification facility rather than treating the announced app as available.
In the same report, PAGCOR Chairman and CEO Alejandro H. Tengco said that “Around 50 percent of online gaming sites accessed in the Philippines are illegal.” This is Tengco’s statement as reported by the agency, not an independently verified measurement; the report did not provide a methodology.
What PAGCOR says its online gaming remit covers
PAGCOR’s Electronic Gaming Licensing Department says it regulates local gaming operations that include traditional and electronic bingo, eCasino games, sports betting, specialty games, online poker, and numeric games. It describes online platforms as operating in connection with PAGCOR-licensed gaming venues and registered players. Its page links to current brand and domain listings as well as gaming venue licensees.

Safeguards and rules to check before depositing
PAGCOR’s Responsible Gaming Code of Practice describes minimum standards for licensed and operated entities, with implementation varying by type of gaming. PAGCOR’s Responsible Gaming page says it expects gaming establishments and online platforms to comply. A license does not ensure a win, eliminate gambling risk, or guarantee how an individual complaint will be resolved.

In a December 2025 release, PAGCOR said licensed operators are required to integrate self-exclusion and betting limits, and said it had prohibited credit cards and cryptocurrency for betting. The announcement described these as part of efforts involving financial traceability, anti-money-laundering safeguards, and responsible gaming. Requirements and implementation can change, so confirm current PAGCOR rules and the operator’s available tools before using a service.
The December 2025 release also described PAGCOR’s partnership with the Ad Standards Council on advertising reforms, including removal of gambling advertisements from public spaces and stricter standards for truthful and socially responsible marketing. That release is not a complete statement of current advertising law.

Set limits—and recognize when gambling is becoming harmful
PAGCOR’s practical guidance is direct: “Gambling is not a source of income.” It advises players to “Set time limits for each gambling session,” “Never borrow money or use all of your resources for gambling,” and “Don’t chase your losses.” These are risk-reduction reminders, not a way to make gambling financially safe.
PAGCOR lists warning signs that can include:
- Spending or betting more than intended, or gambling longer than planned.
- Repeatedly trying to win back losses.
- Debt, missed bills, or borrowing or selling belongings to gamble.
- Problems in relationships.
- Feeling hopeless, anxious, depressed, or out of control.
If these signs apply, pause gambling and seek support rather than trying to recover losses with another bet. PAGCOR’s Responsible Gaming page provides current information about exclusion and accredited help services.

Self-exclusion, family exclusion, and support in the Philippines
PAGCOR describes an online application route for self-exclusion and a family-exclusion route for a spouse, child, or parent. The same page lists accredited services, including National Problem Gambling – NPGH, Seagull’s Flock, Bridges of Hope, Gamblers Anonymous Philippines, and Gam-Anon Philippines. Application requirements and contact details may change; use PAGCOR’s Responsible Gaming page for the current portal and service information.
PAGCOR publishes a Responsible Gaming Code of Practice alongside its responsible-gaming guidance. These resources describe regulator and operator standards; they do not replace individual financial, legal, or health advice.
If you are comparing online casinos
Do not treat promotional claims, game selection, or a familiar-looking brand as proof of safety. Use a consistent verification checklist instead:
- Authorization: Is the exact brand and domain shown in PAGCOR’s current verification facility?
- Coverage: Does the service match the gaming categories and platform information in PAGCOR’s published licensing material?
- Player controls: Can you find and understand the applicable self-exclusion and betting-limit tools?
- Payments: Do the offered payment methods align with current PAGCOR restrictions?
- Help and complaints: Are the operator’s player-support and complaint routes clear?
These checks can help rule out obvious warning signs, but they do not establish payout reliability, fairness, withdrawal speed, or customer-service quality. Do not assume that regulatory status guarantees any of those outcomes.
