Phenom announced on February 23, 2022, that Davinder Athwal would become its chief financial officer and Jess Elmquist its chief human resources officer and chief evangelist. The company said the appointments would support its expansion; the announcement did not provide independent figures measuring growth or demand.
Who did Phenom appoint?
Davinder Athwal, chief financial officer
Phenom said Athwal would help scale the company’s financial infrastructure as it expanded. The release described him as having more than 25 years of finance-team experience and identified OSG as his most recent employer at the time. It also listed a previous CFO position at Blucora and senior finance roles at UGI Corporation, Nortel, IBM and PwC. Phenom characterized his background as covering public-company and venture-backed environments, operating performance, capital allocation, risk management and governance. These biographical details are from the company’s announcement.
Jess Elmquist, chief human resources officer and chief evangelist
Elmquist was to lead Phenom’s global HR team as it hired, trained and developed employees. The company also described him as an ambassador to CHRO peers, particularly customers. The release cited previous roles including chief learning officer and executive vice president of HR and talent acquisition at LifeTime, Inc., as well as president and board member at TrueWell, Inc. Phenom did not give a precise total for his years of experience.
Brad Goldoor, chief employee experience officer
Phenom said co-founder Brad Goldoor would move from overseeing holistic talent management into the chief employee experience officer role, focused on employee experience.

Why did Phenom say it was adding the executives?
CEO and co-founder Mahe Bayireddi said the company was increasing headcount, customers and locations around the world, and that the new leaders would guide finance and HR toward shared goals. That was Phenom’s explanation for the appointments, not independently verified evidence of the company’s growth or market demand. The release also said Phenom had helped “hundreds of customers” adopt its platform, without providing a customer list or methodology.
The announcement’s reference to “surging global demand” should likewise be read as the company’s framing. It included no independent market-demand statistic or quantified evidence for that characterization.
What did Phenom mean by talent experience management?
In the release, Phenom described its Talent Experience Management (TXM) offering as an AI-powered platform for candidates, recruiters, employees and hiring managers. The company listed career sites, chatbots, CRM and CMS tools, SMS and email campaigns, university recruiting, internal mobility, career pathing, diversity and inclusion, a talent marketplace, gigs, referrals, hiring-manager tools and analytics. Those are Phenom’s descriptions of its offering in 2022; the announcement does not independently assess the platform or establish its current capabilities.
