Perth Hospital Parking Fines Exceeded $1.2 Million in a 2018 Report

PerthNow reported more than $1.2 million in parking fines across QEIIMC and five other Perth hospitals over the preceding three financial years. The totals had different scopes and are historical, not current figures.

A 2018 PerthNow report said parking fines collected over the preceding three financial years totalled $880,213 at Queen Elizabeth II Medical Centre (QEIIMC) and $405,552 across public carparks at five other Perth hospitals. The combined figures exceed $1.2 million, but they are historical totals—not a measure of current parking fines or rules.

What the 2018 report counted

Regina Titelius reported for PerthNow on 13 May 2018 that The Sunday Times had obtained the figures. The report covered the three financial years preceding publication; it did not give calendar dates for those years. Its comparison brought together totals with different scopes:

The totals are not like-for-like rates: the QEIIMC figure includes fines from public and staff bays, while the five-hospital figure is for public carparks. The report did not provide comparable figures per bay or per visitor, so it cannot show which hospital had the highest individual likelihood of a fine. PerthNow’s 2018 report

Why QEIIMC’s reported total was higher

A North Metropolitan Health Service spokeswoman told PerthNow that QEIIMC had 50 electronically monitored short-term bays, with 15-minute and 30-minute limits. She identified those bays as the main reason the site’s infringement revenue was higher. The report quoted her saying short-term parking was provided to “enable staff and visitors quick and easy access to busy clinical areas including the emergency department”.

The spokeswoman said the site was monitored to help ensure “all staff and visitors have equal and fair access to the site and its facilities at all times”. She also said: “The QEIIMC site is no different to any other controlled parking site. All those accessing the site have a responsibility to adhere to the parking rules and regulations at all times.”

Fines were not the same as total parking revenue

The report separately put QEIIMC precinct parking-ticket revenue at $6,075,100 over three years, excluding Capella Parking’s multistorey carpark. That is a distinct ticket-revenue figure, not the $880,213 fine total. It also reported more than $20 million in compensation to Capella for underuse of the multistorey carpark. Those figures describe separate categories and should not be added to the hospital fine comparison as though they were fines.

Parking plans and concerns reported at the time

In May 2018, the underground carpark beneath Perth Children’s Hospital, managed by the QEIIMC Trust, was expected to open that week after a delay. The report said staff parking capacity was then 3,600 bays and was due to rise to 4,000 when the underground carpark opened. The health service said the planned capacity would serve 7,500 staff users over a 24-hour period. These were plans and figures reported in 2018, not confirmation of present-day capacity.

The report also described local councils’ concerns that inadequate parking could push visitors and staff into nearby residential streets and contribute to congestion. Workers raised concerns about losing staff parking and whether public transport would be adequate. These were concerns recorded ahead of the planned opening; the report does not establish what later happened.

What the figures mean for visitors now

The report is a historical account, not a guide to parking today. It does not establish current parking rates, bay restrictions, fine amounts, visitor instructions or how to appeal a notice. Check current official QEIIMC or hospital information before travelling or acting on a parking notice; do not rely on the 2018 figures to determine today’s rules.
