The headline refers to a federal approval reported on 16 January 2015—not approval of Perth Airport’s later Master Plan 2026. PerthNow said the approved plan set out a 20-year strategic direction and included proposals for a third runway, a new terminal and surface-transport improvements.
What the 2015 plan proposed
In its 16 January 2015 report, PerthNow described the approved master plan as a long-term framework for airport development. The projects it discussed were proposals, not a statement that construction had been completed.
- A third runway.
- A new terminal.
- Improvements to surface transport.
- Work with the State Government to finalise the route and station locations for the proposed Forrestfield-Airport rail link.
The article attributed the plan’s economic claims to then Acting Prime Minister and Infrastructure Minister Warren Truss. As quoted by PerthNow, Truss said the airport contributed $2.61 billion to Western Australia’s gross regional product and facilitated 17,800 full-time jobs. He described the plan’s aim as lifting gross regional product to $7.04 billion by 2034. These are historical figures and a target reported in 2015, not verified current measurements or evidence that the target was achieved.
What federal approval means
The Department of Infrastructure describes airport master plans as 20-year strategic visions addressing matters such as future land use, permitted development, noise and environmental impacts. Under the Airports Act 1996, an approved draft master plan becomes the final master plan and comes into force when approved. The Department’s airport planning and regulation overview describes the process: an airport releases a preliminary draft for public comment, then submits a draft to the Minister for a decision.

That framework explains the significance of approval, but it does not independently establish the specific date or terms of the 2015 decision. The contemporaneous account of that approval and its proposals is PerthNow’s report.
Is Perth Airport’s Master Plan 2026 approved?
No approval is established by the latest cited airport material. Perth Airport’s master plan page labels Master Plan 2026 a preliminary draft and identifies Master Plan 2020 as the current plan. In a 30 September 2025 announcement, the airport said public submissions on the preliminary draft would inform a draft plan to be submitted to the Commonwealth Government for approval in 2026. That is a separate planning cycle from the plan covered by the 2015 headline.

What the later preliminary draft proposed
Perth Airport’s 2025 announcement described the following proposals for Master Plan 2026. They should not be read as details of the 2015 plan or as completed projects.
- Two multi-storey car parks and road improvements.
- Expansion of Terminal 2 and a 237-room hotel.
- A new 3,000-metre runway parallel to the existing main runway.
- Expansion of Terminal 1 for international operations.
- New domestic terminal facilities for the Qantas Group.
