A standard Cardano native token can generally be transferred without an issuer approving each transfer; its minting policy governs minting and burning. A permissioned token adds rules that are checked when ownership changes, but the rules—and any power to freeze or seize tokens—depend on the specific implementation. Cardano’s CIP-113 describes programmable token-like assets, but it is still marked Proposed, so its capabilities should not be assumed to be available for every token or wallet.
What is the difference between permissioned and standard Cardano native tokens?
Cardano native tokens are ledger assets. A minting policy determines who may create or burn a token; that policy does not, by itself, require issuer approval for each later transfer. Cardano explains the native-token lifecycle in its native tokens documentation, and its minting-policy guidance describes minting and burning controls.
“Permissioned” is a broad description for an asset whose transfers are subject to rules. CIP-113 calls its proposed model “programmable token-like assets”: a change of owner requires successful script execution. Depending on the implementation, those checks can enforce conditions such as an allowlist, transfer limits, or required user state. See Cardano’s programmable-token glossary and CIP-0113.

Can a Cardano token issuer freeze or seize your tokens?
Not necessarily. CIP-113 does not make every programmable token centrally controlled or give every issuer freeze or seizure powers. Its architecture uses token-specific substandards, and the logic for a particular token may authorize actions such as freezing, seizing, or wiping holdings. Whether an issuer or another party can invoke an action, and whether holder consent is required, depends on that implementation.

Before holding or transferring a permissioned token, identify the deployed scripts and substandard, the authority holders, and any ability to change the live logic or deployment parameters. CIP-113 warns integrators not to assume that logic used for a past transfer will necessarily validate a future one if deployment wiring can change. The proposal’s security guidance describes these implementation-specific risks.
Is CIP-113 available on Cardano mainnet?
The CIP page labels CIP-0113 “Proposed” and lists an update dated September 29, 2026. It describes a Preview-network bootstrap deployment, but its path-to-active criteria include issuance on mainnet, end-to-end tests, and a widely adopted wallet able to display balances and enable transfers. A specification or Preview deployment is not proof of general mainnet availability. Check the proposal’s current status and the particular token’s deployment before relying on it.

Does your wallet support a CIP-113 token?
Do not infer support from a wallet’s ability to hold ordinary Cardano native assets. CIP-113 describes programmable tokens at derived script addresses and notes that wallets may need to query those addresses, use registry and reference inputs when constructing transactions, and support balance queries and transaction history. The proposal describes native transfer construction as optional, so capabilities can differ by wallet and token.
- Confirm that the wallet supports the specific token and its substandard, not just Cardano assets generally.
- Check that it can display the relevant balance and transaction history.
- Verify that it can construct the required transfer and handle the token’s rules before sending funds.
Does token metadata tell you who controls transfers?
No. CIP-26 is an off-chain metadata registry, while CIP-68 defines datum metadata for native assets. These standards help wallets and applications identify or read token information; they are not, by themselves, transfer-control standards. A name, ticker, logo, registry listing, or metadata format does not establish who can change transfer rules, what legal rights a holder has, or whether the token is redeemable. Cardano’s references explain token metadata and the registry and the CIP-68 datum metadata standard.

What should holders check beyond on-chain controls?
On-chain permissions and legal rights are separate questions. Review the issuer’s terms for ownership, redemption, transfer restrictions, and remedies, then consider the applicable jurisdiction. Cardano’s tokenized-assets guidance notes that regulation and issuer obligations can depend on the asset and jurisdiction; it does not determine whether a particular token is regulated, compliant, or backed by an enforceable claim. Seek qualified legal advice when those rights matter.
