Pennsylvania Representative Joe Webster is seeking support for a proposal that would require licensed online gaming companies operating in the state to provide users with monthly activity statements. Why does Webster say statements are needed?
Webster’s memo frames monthly records as a way to improve transparency amid gambling-related harm. It reports that calls and texts to Pennsylvania’s problem-gambling hotline related to online or sports betting rose by more than 300 percent from 2021 to 2024. It also says that, according to the Pennsylvania Department of Drug and Alcohol Programs, 37 percent of hotline calls in fiscal year 2024/25 related to internet gaming. The figures are reported in the memorandum; it does not provide the underlying dataset or methodology.
Webster writes that the proposed consumer-protection measure “will provide important transparency to make it easier for Pennsylvanians to know what they are wagering.” That is the sponsor’s stated rationale, not a description of an enacted policy or a demonstrated outcome in Pennsylvania.

What example does the memo cite?
The memorandum says the Australian government introduced a requirement in July 2022 for online gambling organizations to provide a monthly activity statement to every active user. It also says a University of Sydney study found that the statements helped the most severe problem gamblers make a positive change in behavior.
The memo does not name the study, link to it, describe its methods, or give an estimate of the effect. This is the sponsor’s account of the Australian precedent and study; the memo alone does not establish how the policy was implemented or how strong the evidence is.
