PayPal USD (PYUSD) is designed to maintain a value of $1 through dollar-denominated reserves and a stated redemption route with its issuer, Paxos. That does not guarantee PYUSD will trade for exactly $1 on every exchange, or that every holder can redeem it in every circumstance: direct redemption is subject to Paxos’s terms.
What is PayPal USD (PYUSD)?
PYUSD is a U.S. dollar stablecoin issued by Paxos, not by PayPal or a PayPal affiliate. PayPal identifies Paxos as a New York State Department of Financial Services-regulated limited-purpose trust company in its developer material. A stablecoin is a digital token intended to track the value of a reference asset—in this case, the U.S. dollar.
How is PayPal USD backed?
PayPal’s Cryptocurrency Terms and Conditions say Paxos is obligated to fully back PYUSD with an equivalent amount of U.S. dollar bank deposits, U.S. Treasuries and U.S. Treasury reverse repurchase agreements held for token holders’ benefit. The terms also say reserves will not include money-market funds.
This describes the assets that the terms specify; it is not a current reserve balance or an independently verified statement of the reserves on a particular date. PayPal says Paxos publishes reserve-composition reports monthly and independent third-party attestation reports are issued monthly on its PYUSD product page. Those reports are where readers can look for dated information about reserve composition and attestation findings.

Can I redeem PYUSD for U.S. dollars?
PayPal’s terms state: “You may also redeem PYUSD directly with Paxos for a price of $1.00 U.S. dollar, subject to the Paxos Terms.” PayPal also describes buying and selling PYUSD on its platform at $1. These are issuer and platform arrangements, not a promise that PYUSD will always fetch $1 in secondary-market trading.
PayPal’s 2026 business payout terms explicitly caution that PYUSD may trade above or below $1 on other exchanges. Market prices can therefore differ from the intended value and the stated direct-redemption price. Redemption is subject to Paxos’s terms, so the $1 wording should not be read as an unconditional promise available to every holder in every circumstance.

What risks can affect PYUSD’s value or availability?
PayPal warns of risks involving reserves, regulation and the assets backing PYUSD. It also says stablecoins are not insured by the U.S. government. Its terms allow PayPal to stop supporting PYUSD, which could affect its availability through PayPal even if the token exists on a blockchain.
Network support depends on the particular service. PayPal’s general terms list Ethereum, Solana, Arbitrum and Stellar. By contrast, the Hyperwallet payout terms last updated September 14, 2026 describe that specific payout service as Solana-only. Do not assume that every PayPal or partner feature supports every listed network; check the terms for the service you intend to use.
