In the United States, PayPal no longer reimburses return postage through its Return Shipping on Us benefit; it ended on November 27, 2022. You may still be able to buy and print a return label in PayPal if the seller enabled that option, but you pay for it. PayPal Purchase Protection is a separate process and does not cover return shipping costs.
Does PayPal pay for return shipping?
For U.S. buyers, no: PayPal’s Return Shipping on Us benefit ended November 27, 2022. PayPal’s notice confirms the end of the U.S. service. Do not treat an older offer or promotion as a current reimbursement option.
PayPal’s Purchase Protection is not a substitute for that benefit. Its U.S. terms say the program does not entitle buyers to coverage for return shipping costs, even though eligible claims may cover the purchase price and original shipping under the program’s conditions and PayPal’s review. How PayPal return shipping options differ

For a return, first check the seller’s return policy and get the approved return address and method. PayPal also recommends confirming the seller’s return and refund rules before creating a label.

How to create a return label in PayPal
This option appears only when the seller has enabled it for the transaction. PayPal’s Help Center procedure allows one return label per transaction.
- Sign in to PayPal and open Activity.
- Select All Transactions, then open the payment for the purchase.
- Scroll to Transaction Details and select Return Shipping Label.
- Complete the requested information and review the label details, including the return destination.
- Pay for the label and print it. PayPal says it emails tracking information to both you and the seller.
Confirm the seller’s deadline, return address, refund conditions, and any required carrier or service before sending the item. If you need to print a label, plain paper or label stock may be used; buying label paper is optional and does not reduce postage or create a right to reimbursement.

If the return-label option is missing
Ask the seller for return instructions and use the return method the seller authorizes. A missing PayPal label option does not mean PayPal will reimburse a label you buy elsewhere. Nor does opening a Resolution Center claim automatically cover postage.
If the issue may qualify for Purchase Protection—such as an item that never arrived or was significantly different from its description—review the claim requirements and deadlines in the U.S. terms. A claim is for an eligible purchase problem, not a free-return service.

Do PayPal return-shipping terms differ by country?
Yes. The U.S. discontinuation does not establish that the benefit ended everywhere. PayPal’s regional terms list conditions for Argentina, the Bahamas, Chile, Colombia, Costa Rica, the Dominican Republic, Guatemala, Honduras, Jamaica, Nicaragua, Peru, and Trinidad and Tobago. Those terms describe reimbursement up to $25 USD per request and up to 12 refunds per account per calendar year, subject to detailed conditions. The figures do not apply outside the listed markets, and being in a listed country alone does not establish eligibility. Check the applicable local terms and your PayPal account for current availability and requirements.

PayPal previously promoted Return Shipping on Us in the U.S.; that historical program should not be confused with today’s seller-enabled label feature. In 2015, PayPal and Ipsos reported that 48% of American shoppers viewed free return shipping as a necessity when purchasing online. That is historical survey context, not a current estimate of shopper attitudes.
