What is the difference between PayPal Personal and Business accounts?
Both account types can send and receive money, but PayPal assigns them different primary purposes. Its U.S. guidance describes Personal accounts as suited to shopping and personal transactions, while Business accounts are for commercial activity. PayPal also says casual sellers who want to receive payments and shop online may use a Personal account. PayPal’s account comparison explains the features it lists for each type.

Which PayPal account should you use?
Choose Personal for everyday personal payments
A Personal account is generally the better fit if you mainly shop online, send personal payments to friends or family, or split household expenses. PayPal also says a casual seller who wants to receive payments and shop online may use a Personal account. If selling becomes the account’s primary purpose, the business-use rule matters more than whether you have formally incorporated.

Choose Business for commercial activity
Use a Business account when the account will primarily support commercial activity, such as selling goods or services or receiving donations. PayPal’s U.S. User Agreement says: “If you are establishing your PayPal account primarily for business or commercial activity, you are required to open a business account.” The rule applies even if the business is not incorporated. Read PayPal’s U.S. User Agreement for the applicable terms.
Business features may also help if you need to operate under a company or group name, accept customer payments, give employees limited account access, or use PayPal products such as Checkout. PayPal lists limited access for up to 200 employees, but that feature claim is from its U.S. comparison and is not a guarantee of availability for every account or market.

Payment type is not the same as account type
Choosing Personal or Business does not change what a particular payment is for. PayPal distinguishes personal payments, such as sending money to a friend, from payments for goods or services. Its U.S. help page states that “Personal payments aren’t covered by PayPal Purchase Protection.” Eligible goods-and-services purchases may be covered, subject to PayPal’s terms; protection is not guaranteed for every transaction. Do not label a sale as a friends-and-family payment to avoid a fee. Use the payment type that accurately describes the transaction. Sellers may pay a receiving fee for goods-and-services payments under the applicable fee terms.

Check fees for the transaction you actually make
There is no single fee comparison that applies to every Personal and Business account. Fees depend on factors such as the transaction type and the terms that apply to the account and location. Before choosing an account based on cost, check PayPal’s current fee pages for your country and the precise payment method or transaction you expect to use. A headline rate alone may not describe the charges that apply to your situation.
Can you change your PayPal account type?
PayPal says a Personal account can be upgraded in Settings. Most Business accounts cannot be downgraded; if you need a Personal account as well, PayPal recommends opening a separate one. Its help page says one user may have one Personal and one Business account, each with a unique email address. Check PayPal’s current account-change instructions before making a change.

PayPal warns that upgrading can close account and routing numbers associated with a Personal PayPal Balance account. If you rely on those details, review the current instructions and arrange for any needed payments or deposits before upgrading.

The requirements here come from PayPal’s U.S. User Agreement, marked last updated May 19, 2026. It says individuals opening U.S. accounts must be U.S. or territory residents and at least 18 or the age of majority in their state. A business must be organized in, operating in, or resident in the U.S. or its territories. These are U.S. terms, not universal PayPal requirements; users elsewhere should consult their country’s agreement and help center.
