PayPal may have an outage, but a failed payment is often caused by an account limitation, recipient detail, funding source, transaction review, or device problem. Check PayPal’s live Production status first. Then open Activity before trying the payment again: a retry could send money twice if the first attempt went through.
These steps focus on U.S. personal accounts. PayPal features, fees, transfer options, and eligibility vary by country, account type, currency, and transaction.
Check whether PayPal is down
- Open PayPal’s Production status page. Check Production rather than Sandbox, then look for an incident affecting the feature you use, such as Login, Account, PayPal, Online Checkout, Batch Payout, Notifications, or Withdrawals.
- Review the incident history and the time of the latest update. PayPal says its status page reports overall system status and recent network issues; it also offers email, RSS, and Atom notifications. Details are at PayPal’s status-notification help page.
- If the page does not show an incident, test the website and app, then try a different connection, such as mobile data instead of Wi-Fi. A status of “operational” weighs against a confirmed broad outage but does not prove that every account, payment, bank, card network, merchant, or marketplace is working.
If PayPal reports an incident, wait for its updates and avoid repeatedly submitting a payment. If it does not, check the transaction and account before treating the problem as a general outage. Crowdsourced reports can suggest a pattern, but they cannot confirm the cause or whether a particular payment completed.
Start with the failure you see
- Can’t log in: Check for a security or account-recovery prompt. Use PayPal’s official site or app to reset access and complete two-factor authentication.
- Can’t send money: Check Activity, recipient details, the funding source, account confirmations, limits, and notifications.
- Can’t receive money: Confirm which email address or mobile number the sender used, then check whether the payment is unclaimed, pending, held, or completed.
- Can’t withdraw or transfer: Check the selected bank or card’s eligibility, matching account information, transfer limits, and any pending review.
- Payment declined: Check PayPal notifications and the funding source. The bank or card issuer may decline a payment without telling PayPal why.
- Money appears missing: Find the transaction in Activity and use its status to decide what to do. Do not pay again until you have checked.
If PayPal will not send money
- Check Activity before retrying. Find the attempted payment and note its status. Do not submit it again while the first attempt is completed, pending, held, or otherwise unresolved.
- Verify the recipient. Check the email address or mobile number character by character. If PayPal says the recipient must claim the payment, make sure they have completed registration for the details used.
- Check the selected funding source. Confirm the card has not expired, the billing address matches the issuer’s records, and the source has available funds or credit. Check that the bank or card is confirmed if PayPal asks for confirmation.
- Try another eligible source if appropriate. A bank or card may be declined by its issuer. PayPal may not receive the issuer’s reason, so contact the bank or card company if PayPal’s notice points to an issuer decline.
- Look for account prompts. Check the Resolution Center, notification bell, and Notifications Center for identity verification, a limitation, or a security review. Do not assume a payment failure means the account is permanently closed.

If you cannot receive money
Ask the sender which email address or mobile number they used, and check that detail against the PayPal account you are viewing. Then check Activity and notifications: a payment may be waiting to be claimed, under review, held, denied, returned, or refunded rather than missing.
If the sender used an unregistered or ineligible recipient address, the payment may wait for the recipient to claim it. PayPal’s U.S. User Agreement says an unclaimed payment may be refunded and that available payment methods can depend on the seller, recipient, or third-party website. Check the U.S. PayPal User Agreement for applicable terms.
- Check the account and currency balance where the payment was expected; make sure you are not viewing a different PayPal account.
- If the payment came through a marketplace or payout provider, check that service’s payment status as well. Its processing can be delayed even when PayPal’s systems are operational.
- If the sender says the payment is completed but you cannot find it, verify the recipient details and ask PayPal to investigate using the transaction ID.
What PayPal payment statuses mean

PayPal’s definitions and timing details are on its payment and money-request status help page. A card authorization that appears pending can also remain visible even if the PayPal transaction later fails; check both PayPal Activity and the funding account before taking another payment action.

Why a payment may be on hold
One specific security precaution can put money sent to a new recipient, or money sent by someone who has not sent money recently, on hold for 24 hours. PayPal says that if it finds no issue, the payment should complete within that period; if it determines the payment was unauthorized, it reverses it. This guidance applies to the scenario described on PayPal’s sent-money hold page—not to every hold.
Seller payment holds, account limitations, reserves, disputes, chargebacks, bank-transfer delays, and card authorization holds are different situations. Read the specific transaction notice and any Resolution Center instructions; do not assume a fixed release time for these other cases.
If a PayPal transfer or withdrawal fails
PayPal’s transfer help page discusses errors including “You’re transferring more than your weekly limit allows,” “We’re not able to complete this transaction at the moment,” and “We can’t complete this transaction right now.” The message may point to a limit, account limitation, ineligible instant-transfer card or bank, bank information that does not match the bank’s records, or an internal review.

- Check the account’s transfer limit and rates, rather than relying on a universal limit. PayPal does not state one universal number in the cited troubleshooting guidance.
- Open the Resolution Center and notifications to see whether an account limitation needs attention.
- For an instant transfer, select another eligible debit card or bank if one is available. Instant-transfer eligibility is not universal.
- Check that bank details match the bank’s records. If they do not, correct them or relink the account as PayPal directs.
- If PayPal shows that a transfer is under review, wait for that process instead of repeatedly submitting it.
Depending on account eligibility and location, PayPal also lists a standard bank transfer, a PayPal Debit Card for accessing a balance, or a mailed check as possible alternatives. Check for an account limitation or identity request
A limitation is an account-level issue, not evidence by itself of a service outage. Signs can include a banner asking for documents, a Resolution Center task, a request to confirm identity, address, tax information, bank, or card, or a message that PayPal is reviewing the account. Depending on the limitation, sending, receiving, withdrawing, or transferring may be restricted.

Sign in through the official PayPal website or app and follow the steps in the Resolution Center, Dashboard notification bell, or Notifications Center. PayPal’s review outcome and timing depend on the case.
Watch for phishing: Do not follow a link in a suspicious “account limited” email. Sign in by typing PayPal’s address or opening its official app, then check for the same request in your account. PayPal says suspected phishing emails can be forwarded to [email protected]. If you clicked a link or downloaded an attachment, check payments and change your password.

Fix app, browser, or connection problems
These general troubleshooting steps help isolate a local technical problem; they will not remove an account limitation, correct a recipient error, or resolve a bank review.
- Check the Production status page first.
- Update the PayPal app, then force-close and reopen it. Sign out and back in only if you know your password and can complete two-factor authentication.
- Try PayPal in a current browser. If the browser session appears stuck, use a private window or clear PayPal site data.
- Temporarily disable a VPN, proxy, ad blocker, or privacy extension to test whether it is interfering with the page; turn it back on afterward if it is not the cause.
- Switch between Wi-Fi and mobile data, and check that your device’s date and time are correct.
- Save the exact error message and note the time, time zone, amount, currency, and transaction ID if one is shown.
When to contact PayPal
Contact PayPal if the status is completed but the recipient cannot locate the payment, an unexplained error persists, a transfer is still under review without clear next steps, or you need help with an account limitation or suspected unauthorized activity. Use PayPal’s official Contact Us page, Help Center, Message Center, Technical Help, or Resolution Center. The contact flow offers categories for login problems, declined payments, pending or held payments, transfers, sending money, limitations, disputes, and unauthorized charges.

Have these details ready:
- The email address on your PayPal account
- The exact error text and a screenshot
- Transaction ID, if available
- Date and time, including time zone
- Amount and currency
- Sender and recipient details
- The bank, card, or other funding source used
- Any Resolution Center case number
Use phone support only through the official Contact Us flow for your country and account type; do not rely on numbers in search ads, social posts, or unsolicited messages.

If you need another way to pay
Choose a backup based on the transaction, not simply on which service opens. Do not use another method for a payment already marked completed or pending until the original transaction is resolved.

Check each provider’s official terms, pricing, eligibility, and protections before sending. Switching services cannot release money already held by PayPal or undo a completed payment.
