Telegram founder Pavel Durov was allowed to leave France even though the French investigation into alleged criminal activity connected with the platform remained open. The key distinction is between release from police custody, relaxation of judicial supervision, removal of a travel ban, and the end of a criminal case. Those are separate legal developments.
French reporting said the travel and police-reporting restrictions were lifted in November 2025. That did not amount to an acquittal, dismissal of the allegations, or a finding that Durov had been cleared. Reports in 2026 continued to describe the investigation as ongoing.
What changed for Pavel Durov?
Durov was arrested at Le Bourget Airport near Paris on August 24, 2024. Four days later, investigating judges placed him under formal investigation—known in French procedure as mise en examen—and released him under judicial supervision.
His initial conditions included a €5 million bail payment, regular reporting to police, and a prohibition on leaving France. In March 2025, he was temporarily permitted to travel to Dubai. In June 2025, French authorities reportedly authorized trips lasting up to 14 consecutive days, beginning July 10.

On November 13, 2025, Le Parisien, citing a judicial source, reported that the measures preventing Durov from traveling abroad and requiring him to report to a police station in Nice had been lifted. That was broader than the earlier, time-limited permissions.
However, the public reporting did not establish that every form of judicial supervision had ended. A later May 2026 report citing Paris Prosecutor Laure Beccuau said the investigation continued and referred generally to judicial-control measures. That account conflicts, at least in its broad wording, with the November 2025 report. No complete current court order detailing every remaining condition was publicly identified in the supplied reporting.
Why was Durov placed under formal investigation?
The Paris prosecutor’s August 2024 statement described allegations connected with Telegram and activity allegedly carried out through or involving the platform. The allegations included:
- Complicity in administering an online platform allegedly used for illicit transactions by an organized group.
- Refusing to provide authorities with information or documents needed for legally authorized interceptions.
- Complicity in the distribution of child sexual-abuse material by an organized group.
- Complicity in drug trafficking.
- Complicity in organized fraud.
- Criminal association.
- Money laundering connected with organized crime.
- Alleged provision of cryptographic services or tools without required declarations or certifications, depending on the specific count and legal formulation.
These are allegations by French prosecutors and investigating authorities, not convictions. The case does not mean Durov was accused of personally committing every offense allegedly carried out by Telegram users. The legal theory concerns alleged responsibility connected with operating or administering the platform, alleged failures to cooperate with authorities, and the way illegal activity was allegedly handled.

What does “formally placed under investigation” mean?
In France, mise en examen is a procedural status. It means investigating magistrates consider that there are sufficient grounds to continue examining a person’s possible involvement in suspected offenses. It is not a verdict.
English-language reports variously translate mise en examen as “charged,” “indicted,” or “formally investigated.” Those terms can suggest different things in different legal systems, so “placed under formal investigation” is the clearest description for general readers.
A person can remain under formal investigation while being released, living abroad, or subject to fewer restrictions. The investigation and the conditions imposed to manage risks during the investigation are related but distinct questions.

Why could Durov leave if the investigation continued?
French judges can change the conditions of judicial supervision without terminating the underlying investigation. A travel restriction is a specific procedural measure, not the case itself.
The change may have reflected the passage of time, Durov’s compliance with earlier conditions, arguments from his lawyers, or a judicial conclusion that continued travel restrictions were no longer necessary or proportionate. But the public reports did not provide the complete written reasoning for the November 2025 decision. It would therefore be inaccurate to say that the restriction was removed because Durov cooperated, or because authorities concluded the allegations were baseless.
Permission to travel also does not necessarily remove an obligation to appear when summoned or prevent judges from imposing different conditions later. Nor does it guarantee immunity from a future arrest warrant or additional procedural restrictions.

- March 2025: reporting described a temporary authorization to leave France.
- June 2025: reported permissions allowed Dubai trips of no more than 14 consecutive days.
- November 2025: a judicial source said the measures barring foreign travel and requiring police reporting had been lifted.
Because the complete judicial order and its current conditions were not publicly available in the supplied material, the November development should be described as the reported lifting of those specific restrictions—not proof that all supervision was permanently terminated.

Durov and his lawyers have rejected the core theory that the head of a social network should be criminally responsible for crimes committed by users. His lawyers also argued that the restrictions were unfounded and disproportionate.
Telegram has said that it complies with European law and that its moderation and cooperation efforts meet or exceed legal obligations. The company welcomed the relaxation of the restrictions and expressed confidence that the requirement to return to France would later be removed.
Those statements are positions taken by Durov, his lawyers, and Telegram. They are not findings by the investigating judges.

What remains unclear?
Several important details cannot be stated definitively from the public reporting:
- The full text and reasoning of the November 2025 decision.
- Whether any lesser judicial-supervision conditions remained after the travel and police-reporting requirements were lifted.
- Whether Durov’s request for a more favorable procedural status, including possible témoin assisté status, has been resolved.
- The status of a reported legal challenge involving European Union law and the Court of Justice of the European Union.
- Whether prosecutors will seek a trial, request dismissal of some allegations, or continue investigating.
A May 2026 report said the investigation remained active but referred generally to continuing judicial-control measures. Since that report did not provide a current court order identifying each condition, it should not be treated as a complete replacement for the November 2025 account.
What happens next?
French investigating magistrates and law-enforcement units can continue gathering evidence, questioning Durov or other witnesses, and examining Telegram’s alleged role. Durov’s lawyers can challenge procedural decisions or seek changes to his status.
After the investigation, the case could move in several directions. Prosecutors and judges could seek a trial referral, dismiss some or all allegations, or continue investigative work. No confirmed trial date should be inferred from the reported relaxation of travel restrictions.
The central legal question remains whether the evidence supports personal criminal liability for Durov based on alleged conduct involving Telegram’s operation, cooperation with authorities, and use of the platform—not simply whether illegal material or criminal activity appeared on Telegram.
