As of October 8, 2026, the official material reviewed does not establish that a new consumer application window is open.
Is PAVE registration open now?
There is no confirmed current consumer application window in the official notices available as of October 8, 2026. The Ministry of Industries and Production announced registration for electric bikes on September 3, 2025, directing applicants to pave.gov.pk. The first balloting followed on October 1, 2025. Those dates establish that the earlier round happened; they do not show that applications are open today. The government’s balloting announcement and the ministry’s registration announcement are the relevant dated notices.
A later notice is not a consumer reopening announcement: on September 9, 2026, the Engineering Development Board (EDB) published a Phase-II prequalification process for manufacturers, with a September 24 deadline. That deadline has passed. The notice concerns which manufacturers and models may qualify, not an application window for buyers. Check the official EDB/EPADS notice, and confirm any fresh consumer round through the Ministry or PAVE portal before submitting personal or financial information.
Who could receive the PKR 80,000 subsidy?
In the government’s October 2025 announcement, PKR 80,000 was the subsidy for a self-financed electric two-wheeler in that balloting phase. A two-wheeler obtained through bank leasing was associated with PKR 50,000. For three-wheelers, the corresponding announced amounts were PKR 400,000 for self-finance and PKR 200,000 for bank leasing. These are phase-specific announced terms, not a universal discount on any EV purchase. The Press Information Department notice does not establish that the same amounts or eligibility rules apply to a later phase.

The October 2025 announcement reported 269,161 applications, 40,000 qualified applicants, and allocations of 40,000 electric two-wheelers and 1,000 three-wheelers. These are government-reported counts; the reviewed material does not provide an independent audit of them.
How do cash purchase, bank lease, and employee installments differ?
Self-financed purchase
The announced PKR 80,000 two-wheeler amount belongs to the self-financed route in the October 2025 phase. PAVE documents describe the subsidy as paid after excise registration and verification. A buyer should not assume the subsidy is deducted by a dealer at the point of sale; verify the current phase’s payment process and timing before committing money. The official PAVE portal is the place to check for current terms.
Bank leasing
Bank leasing was associated with a PKR 50,000 two-wheeler subsidy in that phase, rather than the self-financed PKR 80,000. The financing route is also subject to bank processing, so approval and timing are not guaranteed by the subsidy announcement alone. The State Bank of Pakistan’s financing circular describes its own scheme criteria and a capital subsidy of up to PKR 50,000 per financed two-wheeler; that financing-scheme ceiling should not be confused with the separate PKR 80,000 self-finance amount announced for PAVE balloting. Installments for eligible government employees
PAVE documents also describe a salary-deduction installment route for government employees in BPS-16 and below, with repayment periods of 6, 12, or 18 months. Those terms should be treated as documented route details, not proof that an employee can apply under a currently open round. Confirm the applicable phase, eligibility, and installment conditions with official sources before relying on them. Check the PAVE portal.
What eligibility rules did the SBP financing scheme set?
The State Bank circular applies to the financing scheme it describes; it should not automatically be treated as the complete eligibility rulebook for every PAVE phase or payment route. Its stated criteria include:
- E-bike applicants must be 18 to 65 years old.
- Applicants must be citizens in Pakistan, including Gilgit-Baltistan and Azad Jammu and Kashmir.
- At least 25% of the e-bike allocation under that financing scheme is reserved for women.
- The business-use quota is capped at 10%.
- The capital subsidy is up to PKR 50,000 per financed two-wheeler.
The circular planned approximately 116,000 e-bikes and 3,170 e-rickshaws or loaders for FY 2025–26. These are planned allocations for the financing scheme, not a statement of remaining stock or current PAVE applications. See the SBP circular for its scheme terms.

How can applicants check a PAVE balloting result?
The October 2025 government notice said applicants could check notifications through the PAVE portal using their CNIC or application ID. This is guidance for that announced balloting process; it does not guarantee that the portal currently shows a new round or that an old application remains eligible under future terms. Use the official portal rather than relying on a third-party form guide or an unofficial message requesting payment or sensitive information. Open the PAVE portal.

The September 2026 EDB notice called for manufacturer prequalification and included production, inventory, supply-chain, and service criteria. It required at least one model within a PKR 250,000 price cap. That cap is part of the manufacturer prequalification notice; it is not evidence of a buyer’s final out-of-pocket price, a confirmed subsidy amount, or a reopened customer application period. Consult the official notice for its scope and deadline.

- Whether a fresh consumer application window is officially open and the applicable deadline.
- Whether the exact model is approved for that phase and its final price.
- Which payment route you will use and the subsidy amount and payment timing attached to it.
- The vehicle’s battery terms, warranty, and after-sales service arrangements with the manufacturer or dealer.
- The phase-specific eligibility, allocation, and any financing-provider requirements.
The EDB notice’s manufacturer standards and the government’s delivery, after-sales, and warranty expectations are useful checks, but they do not prove that any particular listing or vehicle is approved. The reviewed official material does not independently establish vehicle range, charging time, real-world battery life, reliability, or total ownership cost. A third-party site may offer form instructions or model lists, but those should be checked against current official announcements rather than treated as definitive requirements.
Are the scheme’s fuel and foreign-exchange savings already measured?
No. At the policy launch, the government projected annual savings of 2.07 billion liters of fuel and nearly USD 1 billion in foreign exchange. Those figures are projections, not verified savings already achieved. The policy launch announcement attributes the projection to Special Assistant Haroon Akhtar Khan.
