An Auditor General of Pakistan audit of Phase II of the Prime Minister’s Laptop Scheme recorded 1,011 laptops as stolen or misplaced. Of those, 784 had been recovered and 227 remained outstanding, valued in the audit at Rs 11,951,304—nearly Rs 12 million, but slightly less than that amount. A Public Accounts Committee subcommittee revisited the figures in August 2025 and directed recovery within one month; the sources available do not establish what happened after that deadline.
What the audit found
The figures come from the Auditor General of Pakistan’s 2020–21 Federal Government Audit Report, which covered Phase II of the scheme. The audit counted 1,011 laptops as stolen or misplaced. It recorded 784 recoveries and 227 laptops still outstanding, with a stated unit cost of Rs 52,418 and total value of Rs 11,951,304. The audit report document copy states: “No efforts were made for recovery of remaining 227 laptops costing Rs.11,951,304.”
The 227 is the unrecovered remainder of those 1,011 reported cases—not the number of all laptops distributed through the scheme. Dawn reported the audit finding on 1 August 2021, corroborating the principal figures. Dawn’s report concerns broader audit findings about HEC, including the laptop issue.
Why the audit separated thefts from record gaps
The audit divided the 1,011 cases into two categories. The distinction matters: a laptop absent from distribution documentation is not, on that fact alone, a confirmed theft.

| Audit category | Cases | Recovered | Outstanding |
|---|---|---|---|
| Theft cases | 89 | 26 | 63 |
| Distribution-record cases | 922 | 757 | 165 |
| Total | 1,011 | 784 | 227 |
For the distribution-record category, the audit said records for 757 laptops were not produced. These cases therefore point to inventory and documentation weaknesses as well as an accountability problem; they should not be described as 757 confirmed thefts.
What happened after the 2021 audit finding
On 25 August 2025, Dunya News reported that a Public Accounts Committee subcommittee again considered the 1,011, 784 and 227 figures and directed recovery of the remaining laptops within one month. That report does not establish whether the directive was fulfilled, so it cannot be treated as evidence that the devices remain unrecovered today—or that they were recovered. Dunya News’s account of the 2025 committee follow-up also said HEC’s discrepancy count had fallen from 179 to 143, with Karachi and Government Sadiq College Women’s University Bahawalpur still under review. That 143 figure describes reported data discrepancies, not the same measure as the audit’s 227 outstanding laptops.

Other money the audit flagged
The audit also reported that Rs 1,101,188 recovered from universities for 23 stolen laptops had not been deposited in the government treasury. This is a separate issue from the Rs 11,951,304 valuation of the 227 outstanding devices: the audit figures do not establish that the latter amount was recovered or reimbursed.

The Higher Education Commission says the Prime Minister’s National Laptop Scheme was intended to distribute laptops to students at public-sector higher education institutions across Pakistan and Azad Jammu and Kashmir. HEC’s scheme overview describes its purpose; its 2016–17 annual report says HEC was assigned to establish eligibility criteria, a mechanism and a roadmap for procurement and distribution. The audit detail says Phase II laptops were delivered through Haier Electrical Appliance Corporation Ltd to universities. The available sources do not establish the devices’ make, model or specifications.
