Pakistan’s 5G Auction: What PTA Told Parliament and What Happened Next

Pakistan held its 5G spectrum auction on 10 March 2026, after the Pakistan Telecommunication Authority (PTA) briefed the National Assembly Standing Committee on Information Technology and Telecommunication on 26 February. Jazz, Ufone and Zong secured a combined 480 MHz. Later parliamentary briefings reported 5G service in 22 cities and 499 deployed sites—but those milestones do not establish uniform coverage or reliable service nationwide.

What PTA told the National Assembly before the auction

At its 26 February 2026 meeting, the committee heard PTA’s chairman describe the auction planned for 10 March. The parliamentary release said Jazz, Ufone and Zong had each paid an advance participation fee of USD 15 million and that every bidder would be required to acquire at least 100 MHz. PTA’s planned initial rollout was to focus on selected cities, with operators directed to improve network readiness, including by fiberizing mobile towers. The committee described the public objective as making high-speed, reliable internet more accessible and supporting Pakistan’s socio-economic growth. That was the stated aim of the auction, not a measurement of service quality or an assurance that every user would benefit immediately.

When the auction took place and how much spectrum was sold

The allocation stage took place on 10 March 2026, according to Associated Press of Pakistan (APP). Three qualified operators—Jazz, Ufone and Zong—participated. The auction offered 597.2 MHz across six bands: 700, 1800, 2100, 2300, 2600 and 3500 MHz. The assignment-stage report put total auction proceeds at USD 509.6 million, approximately Rs. 142.6 billion, for the national exchequer. It also said 60 MHz in the 3500 MHz band remained unsold. The total offered, total sold and unsold amount are different measures: 597.2 MHz was offered, 480 MHz was sold, and the assignment report identified 60 MHz unsold in one band. What parliament heard about rollout after the auction

National Assembly briefing: 22 cities and a larger spectrum pool

On 14 July 2026, PTA told the National Assembly committee that available spectrum had increased from 274 MHz before the auction to 754 MHz afterward. It reported that first-phase 5G service had launched in 22 cities using existing mobile towers and network infrastructure, with new infrastructure to be deployed gradually in later phases. The committee also noted poor connectivity in major cities and remote areas, and said electricity shortages and long outages affected tower performance. More spectrum therefore should not be read as proof that users everywhere experienced faster or more reliable connections. The committee release summarizes PTA’s briefing; it does not provide a city-by-city coverage map or comparative speed measurements.

Senate briefing: deployed sites and compatible devices

At a 16 July 2026 Senate committee meeting, PTA said 499 5G sites had been deployed under licensing requirements. The authority also reported an estimated 15.6 million 5G-compatible devices in Pakistan and said operators expected visible 5G coverage across major areas by the end of 2026. These are figures and a forecast attributed to PTA in the Senate record; they do not guarantee coverage in a particular neighborhood or compatibility of every device with every operator. What the auction figures do—and do not—tell consumers

  • They establish the spectrum awards: the three operators secured 480 MHz in total, with Jazz acquiring the largest amount of the three.
  • They do not show local service quality: the parliamentary records report milestones, not a comprehensive coverage map, independent speed tests or reliable availability at every site.
  • They do not settle device compatibility: the aggregate estimate of compatible devices is not a model list or a recommendation to buy a particular handset or router.
  • They do not mean the auction resolved connectivity issues: the National Assembly committee’s July briefing still noted connectivity and electricity-related challenges.

How the auction timeline changed

An earlier National Assembly committee record from 23 July 2024 said the auction was likely in March 2025 and recommended service-quality commitments and infrastructure spending. That was an earlier expectation, not the eventual date. PTA later briefed the committee that the auction was planned for 10 March 2026, and APP reported that the allocation stage occurred that day. On auction day, the government described the process as a milestone and said its framework sought to balance revenue with an environment for digital development. Finance Minister Senator Muhammad Aurangzeb characterized digital development as “not an end in itself but a means to achieve broader economic and social progress.” These were policy aims, not measured economic outcomes.
