Three independent sellers in Pakistan were reported to have filed a grievance with the Competition Commission of Pakistan (CCP), alleging that Temu’s marketing and business practices put local sellers at a disadvantage. The allegations are not findings of wrongdoing. A separate complaint by retail bodies was later referred to the Pakistan Telecommunication Authority (PTA) for consideration of app access; that referral was not a ban. No final decision on the three sellers’ grievance is confirmed in the available public record.
Who complained, and to which regulator?
TechJuice reported that independent sellers Qazi Muhammad Ali, Mirza Sajjad Anayat and Haseeb Ullah submitted a grievance to the Office of Fair Trade at the CCP. The report attributes the claims to the sellers; the original complaint and a CCP response to it were not available in the reporting reviewed. TechJuice’s report is the source for the named complainants and their allegations.
This grievance should be distinguished from other reported complaints. The Express Tribune reported on July 18, 2025, that the Chainstore Association of Pakistan and independent sellers had raised complaints alleging anti-competitive or misleading practices. The Express Tribune’s report describes that separate set of complaints.
What did the independent sellers allege?
According to TechJuice, the three sellers argued that Temu’s rapid advertising and steep discounts made it harder for local businesses to compete. They also raised concerns about consumer-facing features and practices:

These are claims reported as part of the grievance, not independently verified descriptions of Temu’s current service in Pakistan. The available reporting does not establish the financial impact on local sellers, so there is no supported market-loss figure to cite.
How does the PTA referral differ from the sellers’ grievance?
Business Recorder reported on August 27, 2025, that a separate request from retail bodies had been forwarded by the CCP to the PTA. The account said the CCP considered itself unable to ban or restrict app access under the Competition Act, 2010, and referred the matter to the PTA for consideration under applicable law. Business Recorder’s report concerns that referral, not a final decision on the three independent sellers’ Office of Fair Trade grievance.

A referral is not an order to block Temu, and the report does not establish that the PTA subsequently restricted access or took other action. It describes which authority was asked to consider the separate app-access request.
What does Pakistan’s competition law say?
The CCP says Section 10 of Pakistan’s Competition Act, 2010 prohibits deceptive marketing practices, including false or misleading information that may harm consumers or other businesses. The CCP’s August 18, 2026 press release explains that legal context. It helps explain why claims about marketing or reviews could draw regulatory attention, but it is not a finding that Temu violated the law.

The allegations about discounts, reviews, payment options and returns remain allegations in the reporting. The available evidence does not establish that Temu engaged in predatory pricing, misled consumers, harmed local sellers as a proven matter, or violated Pakistani law.
Is Temu banned or unable to operate in Pakistan?
The reported CCP referral to the PTA does not establish a ban. Business Recorder said the CCP referred the separate app-restriction request because it could not impose such a restriction under the Competition Act. The report does not confirm that the PTA acted, and the available information does not establish a final restriction on Temu’s operation or app access in Pakistan.

Is there a final decision on the sellers’ complaint?
No final disposition of the three sellers’ grievance is confirmed here. The CCP’s public enquiry-report listing retrieved for this article did not show an enquiry titled Temu. That limited check cannot rule out a complaint or action under another title, by another authority, or outside the listing; it is not evidence that the grievance was dismissed or that no further action exists.
