Saudi Arabia’s proposed $10 billion Gwadar refinery is not confirmed as a funded or active construction project. The figure was announced in 2019 as an estimate for a refinery; Pakistan’s 2023 memorandum of understanding revived the proposal, and a June 2026 report said Pakistan had again asked Saudi Arabia to establish it. The available sources do not show a final investment decision or construction start.
What does the $10 billion figure mean?
In February 2019, Pakistani officials described a proposed Saudi refinery at Gwadar and estimated its investment at $10 billion. They separately estimated a petrochemical complex at $1 billion; those are distinct announced figures, not evidence that either amount was invested. An official report said feasibility work would follow the memorandums of understanding. [c1] [c5]
So the title’s “set to invest” wording overstates what is established: the $10 billion was a proposal estimate, not a confirmed Saudi commitment or completed transfer of funds.

Pakistan Petroleum Limited describes the proposal as a USD 10 billion greenfield refinery and petrochemical project and names Aramco and China National Offshore Oil Corp in connection with the MoU. That company description does not establish final ownership shares, financing, or construction. [c3]

How large is the proposed refinery?
The 2023 government announcement described a minimum crude-processing capacity of 300,000 barrels per day, alongside a petrochemical facility. It also referred to marine, storage, utility and pipeline infrastructure as part of the proposed project. These are intended design features, not operating output or a final engineering specification. [c2]

Is the Gwadar refinery actually happening?
The proposal has been announced and revisited, but the evidence available through the June 2026 status report does not establish that it has reached a final investment decision. It also does not establish committed Saudi financing, a construction start, final ownership shares, a completion date, or an operating refinery.
