Pakistan announced the Prime Minister’s SkillTech Pakistan programme on 22 September 2025 as a national effort to build digital skills and connect training with industry. The launch described three of six flagship programmes by name: Skill Bridge, Certified to Export (C2X), and Skilllift 1.0. It also set a target of training more than 2.1 million people over three years; that is an ambition, not a reported result.
What is PM SkillTech Pakistan?
The Ministry of IT & Telecom and the Pakistan Software Export Board (PSEB) announced the programme at the “Building Tomorrow” event in Karachi. The ministry framed it as a platform for digital-skills development and capacity building, intended to help young Pakistanis demonstrate globally recognized technology skills and strengthen links between training and industry. Federal Minister for IT & Telecom Shaza Fatima Khawaja described six flagship programmes, but the ministry’s launch announcement names only three. The programme is therefore broader than a set of bootcamps: its announced elements include graduate-to-employer pathways and support for technology firms as well as advanced training.
What did the launch say the programme would include?
Skill Bridge: internships and apprenticeships
Skill Bridge is intended to connect ICT graduates with employers through paid internships and apprenticeships. Its stated purpose is to address the gap between academic preparation and industry needs. A later PSEB post reported 2,700 interns placed in Phase 1 and said 9,000 further placements were expected over the next three years. Certified to Export (C2X): support for IT firms
C2X is intended to help IT firms secure international certifications, including ISO and GDPR compliance. This describes support for firms; it does not mean SkillTech itself issues certifications.
Skilllift 1.0: advanced bootcamps
The launch announced bootcamps in five areas:
- Artificial intelligence (AI)
- Cloud computing
- Web development
- Mobile applications
- Software quality assurance
The announcement does not specify course duration, delivery format, cost, or whether enrolment is currently open.

The other flagship programmes
The launch said there would be six flagship programmes but did not name all six. A later summary on the ministerial website lists SkillBridge, C2X, SkillLift 1.0, Soft Skills, the GAIN graduate programme, and MARKAZ training hubs. What targets and figures were announced?
At the launch, PSEB CEO Abu Bakr said the programme hoped to train more than 2.1 million Pakistanis within three years. This is the programme’s announced ambition, not evidence that the training has been delivered. Ministry of IT & Telecom launch announcement

Two other figures cited in the minister’s launch remarks referred to separate measures, not SkillTech results: more than 3 million Pakistanis trained through DigiSkills, and IT exports above US$691 million between July and August 2025. They should not be read as SkillTech outcomes.
The reported Skill Bridge placements also measure one programme component, not the impact of SkillTech as a whole. The available figures do not establish programme-wide results.

The launch announcement does not provide current eligibility criteria, an application link, or application dates. It also does not establish that the announced bootcamps are open for enrolment now. Prospective applicants should look for a current notice from the Ministry of IT & Telecom or PSEB before relying on any third-party claim about eligibility or deadlines.

It does not establish eligibility, selection criteria, training schedules, delivery locations, fees, or the current availability of any component. Nor do the announced figures verify outcomes across the whole platform.
