Pakistan, IMF Near Deal on Rs13.45 Trillion Revised FBR Tax Target for FY2025-26

A March 2026 report put Pakistan’s FY26 FBR target under discussion at Rs13.45 trillion. The IMF review confirms a projected shortfall, but not that exact figure.

Pakistan was reported to be close to an agreement with the IMF on a revised Federal Board of Revenue (FBR) tax collection target of Rs13.45 trillion for fiscal year 2025–26. The figure appeared in a March 11, 2026 ProPakistani report citing sources; the IMF’s April 2026 review discussed an FBR shortfall but did not confirm that exact target.

What the Rs13.45 trillion figure means

The Rs13.45 trillion amount was reported as a near-final target under discussion, not as a formally confirmed FBR target or a reported collection result. ProPakistani described two earlier benchmarks: an original FY26 target of Rs14.13 trillion and a subsequent revision to Rs13.979 trillion, before the reported move toward Rs13.45 trillion. ProPakistani’s March 11, 2026 report attributed the latest figure to sources.

The distinction is important: a reported negotiation figure is not necessarily an adopted program criterion, and neither figure tells readers how much tax the FBR ultimately collected. The IMF’s April 23, 2026 review confirms that a shortfall was projected, but does not state that the full-year target had been revised to Rs13.45 trillion.

The Ministry of Finance’s FY2025–26 budget documents provide the original budget framework. The document index does not establish that the later Rs13.45 trillion figure was formally adopted.

Why the target was reportedly lowered

The March report linked the proposed reduction to the challenge of meeting the earlier targets. The IMF’s later review provides official context: it described a projected FBR revenue shortfall and set out steps the authorities planned to take to protect the fiscal position. It did not attribute the shortfall to one single cause or confirm the reported target figure.

The IMF said the authorities planned to collect overdue taxes following court rulings in the FBR’s favor, largely concerning super tax, and to formalize savings from emergency-response allocations that were not used. These were measures intended to address the fiscal gap, not proof that the Rs13.45 trillion target had been adopted.

What the IMF said about the fiscal position

Despite the projected FBR shortfall, the IMF review said Pakistan remained committed to an underlying primary balance target of 1.6 percent of GDP for FY26. It also reported a primary surplus of PRs 4.1 trillion, or 3.2 percent of GDP, in the first half of FY26. The surplus is a measure of the government’s overall fiscal balance before interest payments; it is not FBR tax collection and should not be compared directly with the tax target.

The IMF said around half of the FBR shortfall was offset by higher petroleum development levy and provincial revenues, lower-than-expected flood-response costs, and loan repayments from state-owned enterprises linked to a power circular-debt settlement scheme. These offsets helped the fiscal position in the period described; they should not be read as recurring replacements for FBR tax revenue.

How this compares with FY25 collections

The IMF’s December 2025 review reported net FBR tax revenue of PRs 11.7 trillion in FY25 against a PRs 12.3 trillion target—a shortfall of PRs 524 billion. It separately said receipts were PRs 1,224 billion below FY25 budget projections. Those are two distinct comparisons in the IMF report, not alternative descriptions of the same target miss. FY25 actuals, FY26 first-half fiscal results and a reported full-year FY26 target measure different periods and, in the case of the primary balance, different things. They provide context for the revenue challenge but do not verify the Rs13.45 trillion figure.

What the IMF’s tax reforms are intended to do

The IMF review described work on priority parts of the FBR transformation plan, including risk-based audits using the Compliance Risk Management system, expansion of digital invoicing with mandatory use planned, and production monitoring. It also highlighted the need to broaden Pakistan’s narrow tax base.

These are compliance and administration measures, alongside a broader effort to expand the tax base. The IMF report does not quantify how much additional revenue any one measure has generated, so they should be understood as policy actions rather than demonstrated explanations for a specific change in collections.

Background to the FY26 fiscal target

In a May 23, 2025 statement, IMF mission chief Nathan Porter said discussions focused on strengthening revenue through better compliance and a broader tax base, while prioritizing expenditure. The statement said the authorities aimed for a primary surplus of 1.6 percent of GDP in FY2026 and that talks would continue toward agreement on the FY26 budget. Read the IMF statement.
